MIRAMAR, Calif. (KGTV) — Nearly 50 years after 15 men lost their lives at Naval Air Station Miramar, one man recounted his memories hoping to keep their story alive.Monday, Dec. 22, 1969 was Darwin Ludi's first day back from Christmas vacation. He was on rotation at the Balboa Naval Hospital in the morgue as a Navy Corpsman. When he walked in that morning he described the horrifying sight, "there were body bags along the hallway and I was like, 'What is going on?" RELATED: MCAS Miramar dedicates plaque to Marines killed in 1970 training crashHe said the men were unrecognizable. He said the initial shock stayed with him for months and to this day is his strongest memory."We did the autopsies over a couple of days and the smell just lingered," he said somberly.Photos from MCAS Miramar's archives capture the panic and pain. Around 10:30 a.m. one article says the pilot of an F-8 Crusader ejected after reporting low oil pressure and engine seizure. He said he had no control over the plane. After ejecting, the plane veered right, according to the article, straight into a hangar.RELATED: MCAS Miramar crucial training hub, as political tensions rise around the world"They had, from what I understand, probably 60 some people working in the hangar at the time," Ludi said. The article described a 'big ball of flame belch[ed] from the doorway' then more explosions. "With all the like I said ordnances and it was fuel tanks in there, they were blowing up," Ludi said. The article stated at least 12 were injured from the crash, two jets were destroyed, another damaged extensively. The damage initially tallied around million.Fifty years later he hopes telling their story will keep those who made the ultimate sacrifice from being forgotten, "as long as I'm around hopefully things like this come out, because it's important. It's important to the San Diego community."Important especially in the middle of the holiday season. 1944

Mortgage rates are likely to set record lows in August for the third month in a row.The 30-year fixed-rate mortgage averaged 3.18% APR in July, a record low in NerdWallet’s mortgage rate survey. The average rate tumbled 15 basis points compared with June, which at the time had the record low monthly average. The recession has caused rates to fallMortgage rates fall when the economy stalls. And the economy has been sputtering for months as the COVID-19 pandemic sent millions of people to the ranks of the unemployed. The U.S. economy shrank at a 32.9% annual rate from April through June, the Commerce Department reported July 30. The slowdown happened because businesses, state and local governments, and consumers cut their spending. Consumers cut way back on clothing and footwear purchases, among other items.? MORE: How mortgage rates are determinedGood news for refinancers, hard times for othersThe COVID-19 pandemic has helped some homeowners while injuring others, and it may harm many renters as well.Among the beneficiaries are homeowners with high credit scores who haven’t suffered interruptions in income. They have met the qualifications to refinance their mortgages at record-low interest rates.Home sellers have thrived in many housing markets, as home prices have risen despite surging unemployment, an unusual combination. Home resale prices were up 3.5% in June, compared with a year before, according to the National Association of Realtors. One reason for the increase in prices: Fewer homes were for sale because of social distancing. The reduced supply of for-sale houses led to increased competition among buyers, pushing prices upward.Homeowners must catch up on missed paymentsBut the COVID-19 recession may end up harming more homeowners than it helps. In late July, 3.9 million homeowners were using mortgage relief plans that allow borrowers to miss payments or make partial payments if they have been affected by COVID-19, according to the Mortgage Bankers Association. Eventually, those homeowners will be expected to catch up on their missed payments. Some homeowners’ incomes were permanently reduced. They may find it difficult to make good on their past-due payments.Renters could be out in the coldRenters could end up suffering the most. According to the U.S. Census Bureau’s Household Pulse Survey, 18% of renters, or 13.3 million households, didn’t pay their full rent in June. And in mid-July, one-third of renters surveyed, representing 23.8 million households, told the bureau that they had no confidence or slight confidence that they would make their next rent payment.Congress, along with state and local governments, imposed limits on evictions early in the pandemic, but some of those protections have expired. On top of that, 0 extra weekly unemployment insurance payments were set to expire at the end of July, and as the clock ticked down to the August recess, Congress was still negotiating an extension.Even with tenant protections in place, about 4% of renters have received an eviction notice or have been threatened with eviction since March, according to data from the Urban Institute’s Coronavirus Tracking Survey. When eviction bans expire, tenants have few options:Apply for emergency rental assistance, if the state or city offers it and still has money.Reach a repayment agreement with the landlord. Under such an agreement, tenants pay extra each month until they catch up with the past-due rent. But a repayment plan requires the tenant to have the money and the landlord to be willing to make a deal. Neither of those is a sure thing. If it’s not swamped with similar requests, the local legal aid service might be able to step in and help negotiate a deal with the landlord.? MUNSON, Pa. — Three men have been charged with more than 1,400 counts for allegedly having sex with dogs, horses, a cow and a goat on a makeshift farm in Pennsylvania.Terry Wallace, 41; Matthew Brubaker, 32, and Marc Measnikoff, 34, all of Munson, Pennsylvania, were charged with endangering children, corruption of minors, cruelty to animals and 1,460 counts of sexual intercourse with animals. According to the Clearfield County District Attorney's Office, authorities were notified by a teen living on the property. The teen told authorities the three men constructed a holding pen in the shape of a "V" to help facilitate sexual intercourse with the animals.Police raided the property on Aug. 18 and found a "large volume of homemade videos," and camera equipment allegedly used to film the acts.State police assisted in the raid due to reports of semi-automatic weapons being on the property, authorities said.Clearfield County District Attorney William A. Shaw Jr. said the incident is "one of the most extreme cases of animal abuse that his office has handled."Authorities said it doesn't appear that the teen was a victim of sexual assault, but they are working to determine the extent of any mental or physical abuse he may have been exposed to.Each defendant is being held on a 0,000 bond and is scheduled to appear in court on Wednesday. 1374

MSAN DIEGO (KGTV) -- Mayor Kevin Faulconer announced Monday that the city has repaired 655 miles of roads so far, which is ahead of schedule to meet the goal of 1,000 miles of roads by 2020.Averaging more than 300 miles per year puts the city ahead of schedule, even as a small percentage of repairs has required taking the roads down to the dirt.RELATED: San Diego County approves million road resurfacing project“The unprecedented investment we’ve made in road repair is showing results with more smooth streets in our neighborhoods,” Mayor Faulconer said. “There’s still a lot more work that needs to be done, but we’re making significant progress on an issue that is a top concern for so many residents.”Within the first two fiscal years of the pledge, the city fixed 595 miles of roads. Last year, an assessment showed the overall condition of city streets rose to 72 on a scale of zero to 100.RELATED: Mayor vows to fix more roads in San DiegoMayor Faulconer says if they do complete the work ahead of schedule they will assess additional roads and keep going.Click here to report potholes and road issues.
