Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050

(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. SAN MARCOS (KGTV) - The Department of Defense has released the name of the soldier who died at Camp Bondsteel, Kosovo, on Friday.U.S. Army Staff Sgt. Conrad A. Robinson, 36, was supporting Operation Joint Guardian, a peacekeeping mission in Kosovo --which lies in southern Serbia, where he died of a "non-combat related" incident. Related: San Diego's?79th?Infantry Brigade Combat Team leaves for KosovoStaff Sgt. Robinson lived in Los Angeles, California, but according to City News Service, Robinson was a graduate of San Marcos High School.Staff Sgt. SAN YSIDRO, Calif. (CNS) - Southwestern College holds a memorial event at its Higher Education Center in San Ysidro on Thursday to mark the 35th anniversary of the McDonald's shooting that left 21 dead and 19 others injured.The event featured a community resource fair, a memorial ceremony and a student artwork display at the college's Higher Education Center, which is located at the former site of the McDonald's restaurant. The center also has a memorial with 21 hexagonal pillars representing each of the shooting's victims."It opens up the wounds. You never learn to get over it," says Guillermo Flores, who lost his brother in the shooting. His younger brother David was 11 years old at the time. "You just learn how to live with that pain."The shooting is the seventh-deadliest mass shooting in U.S. history and was the deadliest mass shooting ever committed in the U.S. at the time. The gunman, who lived roughly 200 yards from the San Ysidro restaurant, was killed by a sniper with the San Diego Police Department.
