SAN DIEGO (KGTV) -- An 86-year-old man was killed crossing the street in Mira Mesa Thursday night, police say. According to San Diego Police, the crash occurred on Mira Mesa Boulevard and Aderman Avenue just before 7 p.m. Thursday. Police say the man was using a crosswalk against a red light when he was struck by a 52-year-old woman driving a 2009 Lexus sedan. The man died at the scene and the driver, who police say stayed at the scene, was uninjured. Drugs or alcohol aren’t suspected in the crash. 512

SAN DIEGO (KGTV) — A small portion of San Diego State students will return to campus next week for limited in-person classes.The university says students who are taking in-person classes are required to be tested for COVID-19 at least every 14 days. This includes both students living on-campus and those taking in-person courses.Students and instructors on campus are also required to wear a facial covering at all times (with limited exceptions), maintain physical distancing, and have their temperatures checked daily.There will be two temperature check kiosks on campus and instructors will also have the ability to check a student's temperature using a non-contact infrared thermometer.Since the fall semester started, SDSU has reported 1,134 coronavirus cases among students, including 408 on-campus students and 726 off-campus students. Ten faculty or staff and 13 visitors have also reportedly tested positive.To combat off-campus cases from rising in the surrounding College Area, the school has enforced its COVID-19 student policy on students living off-campus as well. Students or organizations found in violation of SDSU's policies, like failing to wear face coverings or attending social gatherings, could face student organization sanctions and individual disciplinary action, which may include expulsion. 1328

SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski.In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. "We never know how they’re going to view somebody," he said.If the board grants parole, he said the DA’s office will appeal the decision to Governor Gavin Newsom. 2224

  

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

  

SAN DIEGO (KGTV) -- An apartment building was badly damaged following a two-alarm fire in Serra Mesa Thursday afternoon. According to firefighters, the blaze started at an apartment complex on the 3300 block of Ruffin Road around 1:20 p.m. Once they arrived on scene, firefighters were able to extinguish the blaze in 20 minutes. A total of two units, one on the first floor and another on the second, burned in the fire. Two additional units were later determined to have been involved in the blaze. Two adults and two children were displaced from one of the units while two adults and two pets were displaced from the other. SDFD crews have put out a fire at an apartment complex at 3399 Ruffin Rd. Firefighters searched the two apartments involved and no one was inside.
