SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K. White.He and Dan Garner are representing Ryans. They said they believe police violated Ryans' civil rights. SAN DIEGO — One of San Diego's biggest restaurant chains will reopen Friday, with plans to hire up to 250 new people by summer.Each of the Brigantine's 14 restaurants will begin hosting guests at the end of the week with spaced out tables, employee temperature checks and increased hand sanitizing stations, chief executive Mike Morton said in an interview Tuesday. Morton added that tables will be spaced out, but that outdoor event space at some locations will be converted to main dining to increase capacity. "It's a hard business when the economy is at full strength and there's not this silent enemy out there," he said. "Now it's just another element to deal with."The chain includes Brigantine, Miguel's Cocina, and Ketch Tap and Grill. Morton said the organization has been able to bring back most of its 1,100 furloughed workers, though some have declined because of unemployment boosts. He cautioned that decision as short sighted, given the tight job market that will persist after the extra benefits have gone away. Meanwhile, Brigantine is advertising 134 openings on its website at locations across the county. Additionally, Morton said Brigantine plans to hire as many as 250 additional for its Portside Pier complex, which is scheduled to open in July along the Embarcadero, on the site of the former Anthony's Fish Grotto. The facility will include three restaurants, two bars and a gelato and coffee shop. "We're always looking for good people," Morton said. "There might not be a spot available today but there might be three tomorrow."Brigantine closed its chain of restaurants two days after the governor's stay-at-home order went into effect in mid March. SAN DIEGO (AP and KGTV) -- Washing Senators are remembering John McCain's momentous vote against a Republican effort to repeal the Obama-era health law. Of those remembering McCain is Sen Susan Collins, who told CNN's "State of the Union" that she and GOP colleague Lisa Murkowski of Alaska — both repeal opponents — spoke to McCain before the July 2017 vote because they knew he was struggling with the decision.Collins says he pointed to them and simply said, "You two are right!"Vice President Mike Pence was waiting to speak with McCain next, Collins says, but she knew McCain's "no" decision would stick. Collins said, "Once John McCain made up his mind about something, there was no shaking him."McCain would later famously hold up his hand and vote no, ending the measure.
