During the meeting, Xi said China and Singapore have increased mutual understanding and expanded cooperation since the establishment of diplomatic relations. China has drawn useful experience from Singapore's development as it undertakes reform, opening-up and the modernization drive. At the same time, China's increasing national power has provided broad market and huge potential for Singapore's continuous development.The good neighborly and mutually beneficial cooperation contributes to the interests of both people, and to the peace and prosperity of Asia as a whole, he said.Xi said China highly values the Sino-Singapore relationship and is willing to join hands with Singapore to bring the bilateral relations to a new level. He said the two countries have forged close cooperation in various areas, adding that Singapore is willing to further enhance cooperation with China in bilateral and multi-lateral areas.After the meeting, Lee and Xi witnessed the signing of the following three agreements: the Memorandum of Understanding (MOU) between the National Heritage Board of the Republic of Singapore and the State Administration of Cultural Heritage of the People's Republic of China on Museum Cooperation; the Agreement on the Details of Implementation between the National University of Singapore and Suzhou Municipal Government (Suzhou Industrial Park Administrative Committee) on the Joint Establishment of the National University of Singapore (Suzhou) Research Institute; and the MOU on the Establishment of a Cooperative College by the Nanyang Technological University (NTU) in Sino-Singapore Tianjin Eco-city.At the invitation of Singapore Prime Minister Lee Hsien Loong, Xi arrived in Singapore on Sunday for a three-day official visit.
BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

BEIJING, Nov. 19 (Xinhua) -- Officials from the Ministry of Housing and Urban-Rural Development on Friday ordered local governments to begin a campaign to inspect projects under construction to eliminate safety risks in the wake of recent fire accidents.Local authorities should work on "effective prevention of accidents" and improve safety, especially in winter when fire and gas poisoning accidents tend to be more frequent, the ministry said in a statement on its website.Special monitoring should be undertaken of reconstruction work and of projects involving the expansion of existing buildings, it said, urging a "serious" crackdown on illegal practices during building operations, according to the statement.The notice followed the call from the State Council on Wednesday demanding tougher fire prevention measures, after a blaze Monday gutted a high-rise apartment building in Shanghai, killing at least 58 people, and another fire engulfed a 99-year-old building at Tsinghua University in Beijing on Nov. 13.
BEIJING, Nov. 22 (Xinhua) -- Chinese Ministry of Public Security said Monday that the nation's police authorities had shut down 500 underground banks since 2002 in its battle against money laundering.Ten crack-down campaigns have be waged since 2002 when the ministry set up a division dedicated to anti-money laundering, in which over 100 cases involving more than 200 billion yuan (30 billion U.S. dollars) have been handled, the ministry said in a statement.The ministry has trained more than 400 police officers specialized in handling money laundering cases over the past eight years, said the statement.In order to promote international cooperation, China joined the Moscow-based Eurasian Group on Combating Money Laundering and Financing of Terrorism as a founding member state inn October 2004.In June, 2007, China joined another international anti-money laundering organization, the Paris-based Financial Action Task Force on Anti-Money Laundering.
