SAN DIEGO (KGTV) — Documents show the man accused of pummeling a teenage Syrian refugee on a trolley car has a history of run-ins with authorities.On Oct. 15, Adrian Vergara was accused of the crime after approaching the teen and asking him if he's Mexican."He responded, no I am Arab. He does not speak a lot of English, and with that response the person began to pummel him in the face," Geneviéve Jones-Wright, Legal Director, Partnership for the Advancement of New Americans, said.Tuesday, San Diego Police said they had arrested Vergara on suspicion of assault with force and violation of civil rights.RELATED: Man accused of attacking Syrian refugee aboard trolley car arrested10News dug into Vergara's background and found a history of violent incidents. In 2012, court documents say Vergara threatened a man with a billy club. He did community service in the South Metro Career Center. A letter says he worked well there with special needs students as well as general students. A certificate also showed he completed a 12-hour anger management program in 2013 and was called an outstanding professional candidate.RELATED: Teen attacked on trolley in possible hate crimeIn 2015, a case was dismissed accusing Vergara of attacking another man. And in 2016, he was charged with grand theft and burglary for breaking into the Central Library.Later that year, documents say Vergara violated a restraining order against his ex-girlfriend, kicking her front door, texting her and in a phone call, cursing at her and saying, "if you don't talk to me I'm going to go to your job and cause a scene. I don't care about my life." Documents show he called her 20 times in 30 minutes.Court documents also show a carjacking charge at the beginning of 2017.In October 2017, Vergara was charged for beating up a man and given a stay away order from the MTS Imperial Transit Center.The most recent document shows he violated a court order, put in place to prevent domestic violence in January 2019. 1996

Gavin Newsom said Wednesday that a rise in coronavirus cases is worrying, and warned counties to heed statewide precautions and enforce them.He doubled down on his warning, saying if individual counties did not enforce the state's guidance, they can lose funding."We cannot support bad behaviors, but we want to encourage and support good behavior," Newsom said. "And if counties simply are going to (flout) the rules and regulations that they attested to, the information that they put online and said, `We agreed to this criteria.' ... If they decide, `well, you know what, even though the numbers are going up, we're done, we've got this, we're just going to ... dismiss these new rules and regulations' -- we're going to attach some considerations, some consequences to that. The governor added, "we don't intend to do that, we don't want to do that, but I want to make this clear - we are prepared to do that if we must."Last week, Newsom issued a statewide facial covering order for residents in high-risk settings, with exceptions, to address a rise in cases throughout the state. He said Wendesday that the most recent 14-day average of people testing positive for the virus in California overall is 5.1%, up from 4.6% earlier this month. SAN DIEGO (KGTV) -- For students in the 3D printing club at Westview High in Poway whose goal was never to hit the 'print' button, they've come a long way."It feels really amazing to know the 3D printing club is helping those who are in need."Victor Ku is president for Westview High's 3D printing club that started up this past year.When the club started, their mission was purely educational. They wanted to create a curriculum and teach people the basics of 3D printing because they didn't have the money to actually print anything."It can be very expensive and super confusing at first which is why we believe all these limitations shouldn’t restrict one from getting the opportunity to learn its such an amazing tool."Then when March came around, Victor said "we were back to square one. We didn’t really know what to do and we realized we need to quickly pivot towards the communities needs and in this case it was face shields or personal protective equipment."That's when the team of young and aspiring engineers got to work and finally hit 'print'."We took a small break and waited for all the design and the actual professional engineers to perfect the design before we started mass producing these face shields," Victor said.They've donated about 400 face shields to five different organizations, and are some of the youngest people to make a difference."We’ve distributed them to hospitals, hair salons and post offices to name a few. That little bit could definitely help save any lives."With things easing up, Victor said they want to widen their distribution list. They're also accepting donations to help buy supplies to create more face shields. 1671

SAN DIEGO (KGTV) — For the first time Tuesday, 12-year-old Kiera Latulippe faced the man who killed her entire family in a drunk driving crash. The Valley Center girl was in the car with her family headed to the Austin, Texas, airport after vacation when the drunk driver hit their car head-on. Her father, Scott; mother, Nancy, and 14-year-old brother, Jackson, all died. Kiera was the only one to survive. On Friday, Guy Brasted was sentenced to 18 years in prison. After the sentencing, Kiera and her uncle and legal guardian, Mark Latulippe, took the stand with an emotional message for Brasted. "It made me miss out on so much, like daddy daughter dances," Kiera said, listing the things she can't do now that her family has been ripped away from her. RELATED: Valley Center remembers family killed in DUI crashOn Tuesday, after the pair returned from the sentencing in Texas, Latulippe told 10News, "it was extremely emotional for her having to look at this again and place herself in that car again." Brasted had a blood alcohol level more than double the legal limit at the time of the crash."My brother, Jackson, and I had something I can never have with someone else, and it kills me to know I will never have that feeling with anyone else. Everyday I think about him," Kiera said.Since the accident happened two years ago, Latulippe has taken his niece into his own care."I can't replace, I'm a fill-in parent for someone who has tragically had everything robbed from her in one moment," Latulippe says.Latulippe is a CHP officer for California Highway Patrol. He says he now shares his story to prevent drunk drivers from getting behind the wheel, not only as an officer but now, as a victim. 1713

SAN DIEGO (KGTV) - Federal indictments were unsealed Thursday charging 75 people nationwide, 40 in San Diego, with involvement in an international money-laundering scheme.Prosecutors said those charged have been involved with crimes ranging from drug distribution to money laundering.Investigators seized more than million, 95 kilograms of methamphetamine, 63 kilograms of heroin, 10 kilograms of fentanyl, 92 kilograms of cocaine, 252 kilograms of marijuana, and 20 firearms, including semiautomatic assault rifles and handguns.RELATED: Ex-MLB pitcher Esteban Loaiza now faces federal drug charge"We have siphoned the cash and the life out of a San Diego-based international money laundering organization with ties to the Sinaloa Cartel," U.S. Attorney Adam Braverman said.
