A 6.4-magnitude earthquake struck Puerto Rico before dawn on Tuesday, killing one man, injuring at least eight other people and collapsing buildings in the southern part of the island. Authorities said two plants suffered light damage and they expected power to be restored later Tuesday. It was the second straight day in which a signifcant quake struck the island. On Monday, a 5.8 magnitude quake shook the island, causing minor damage.Puerto Rico Gov. Wanda Vazquez signed a series of executive orders Tuesday declaring a state of emergency on the island and activating the National Guard.The Associated Press reports that a 73-year-old man was killed when a wall in his home collapsed on top of him. A luxury hotel in Northern California has been hit with .6 million fine for restricting access to public beaches.The settlement reached Thursday between the Ritz-Carlton Half Moon Bay and the California Coastal Commission is the second largest of its kind for the commission.Lisa Haage, Chief of Enforcement for the Commission, told CNN she hopes these penalties will send a message.".6 million is enough to make them really pay attention and I think really improve their behavior," Haage said.When the hotel opened in 2001, it agreed to provide 25 easily identified public parking spaces and access to the beach through the hotel premises. Over the years, the Commission received numerous reports of the hotel failing to meet these requirements."If you pulled up at the Ritz-Carlton parking lot you certainly would not feel welcome or feel you have a nice public beach there," said Jennifer Savage, California Policy Manager for the Surfrider Foundation, an environmental organization.Reports made to the Commission included incidents where visitors were denied access to the public parking lot or saw the lot being used by hotel valet."I went out there once and saw a public parking sign literally pointing to nowhere," Haage said.Haage noted that signage may seem like a minor issue but said without signs people do not know they have a right to be there."If you don't know that you have a right, you can't exercise it," Haage said.The hotel was issued smaller penalties in 2004, 2007 and 2011, but according to a 1533
Virtual reality could soon play a role in helping during childbirth. Some women are watching relaxing scenery and listening to soothing sounds during labor with VR goggles. It’s part of the research being done at Cedars-Sinai, a medical center in Los Angeles. The research is being done to see if VR can help ease pain as labor gets more intense. “What we did find was that women found it very helpful,” says Dr. Melissa Wong, who specializes in OB/GYN and maternal fetal medicine at Cedars-Sinai. “That women were describing it … one of my favorite descriptions of it was a woman (who) spoke about it as being like a virtual doula." That's some of the early feedback from women who took part in the study.Wong says there were some women who found the headset isolating because you can’t see others. But she thinks VR could be useful, whether someone is using pain medication or not. “I think it has the potential for the woman who wants to defer her epidural,” Wong says. “And then the other thing is, there are women who also don’t get complete relief from an epidural or who still feel significant anxiety even after an epidural.”The full results of the study will include the pain management scores and will be released in February 2020. 1255

Kay Ivey signed the legislation on Monday after it was approved by the state's legislature on May 31. In the process of chemical castration, a person is given an injection or pills to significantly reduce libido.The bill affects criminals who commit sex crimes against children age 13 and younger, requiring they undergo the process before they are released from prison.
