HONOLULU, United States, Nov. 12 (Xinhua) -- Chinese President Hu Jintao said here Saturday that China will deepen economic structural reform, grow a green economy, enhance protection of intellectual property rights and open wider to the outside world.Hu made the remarks at the CEO summit of the Asia-Pacific Economic Cooperation (APEC) ahead of the APEC Economic Leaders' Meeting.Hu noted that while China's economy has grown steadily and the country is opening wider to the outside world, China still faces the major challenge of unbalanced, uncoordinated and unsustainable development.China, he said, will continue to deepen reform and opening-up, improve people's livelihood and promote sustained, steady and fairly fast economic growth and social harmony and stability.Hu then laid out a four-point proposal to achieve the goals, with the first being that China will deepen economic structural reform and improve business and investment environment.Second, China will honor its commitment to growing a green economy and promoting the conservation culture, Hu said. From 2011 to 2015, China's investment in the environmental sector will double that of the previous five years to about 3.1 trillion yuan (about 488.5 billion U.S. dollars), Hu said, adding that China's green industry is a key area for foreign investment.Third, China will step up protection of intellectual property rights and make itself a country driven by innovation, he said.China will vigorously boost scientific and technological innovation and turn enterprises into major players of such innovation, while further improving the legal system for intellectual property rights protection, he said.Fourth, China will open wider to the outside world and take an active part in global economic governance and regional cooperation, Hu said.China, he said, will give equal importance to import and export and focus more on increasing import while maintaining a stable level of export.Noting that China's development constitutes an important force driving regional and global economic growth, Hu said that China will work together with others to create a better future for the Asia-Pacific region.

BEIJING, Oct. 25 (Xinhua) -- Chinese State Councilor Dai Bingguo said Tuesday that China will unswervingly pursue a path of peaceful development and play a constructive role in the United Nations.Dai made the remarks at a reception commemorating the 40th Anniversary of the restoration of the lawful seat of the People's Republic of China in the United Nations (UN).On Oct. 25, 1971, the 26th Session of the UN General Assembly adopted Resolution 2758 with an overwhelming majority and decided to restore the lawful seat of the People's Republic of China in the UN."This opened a new chapter in the external relations of the People's Republic of China and promoted the friendship and cooperation between China and all countries and peoples who love world peace and justice," Dai said at the reception hosted by the Foreign Ministry in Beijing. It also enhanced the universality, representativeness and authority of the UN and strengthened the forces for world peace and human progress, he added. He said, for the past 40 years, as the largest developing country and a permanent member of the UN Security Council, China has followed the purposes and principles of the Charter of the United Nations, called on countries across the globe to practice tolerance and live together in peace as good neighbors, and made great contributions to world peace, common development and international cooperation. This year marks the beginning of the second decade of the new century, and the world has undergone great, rapid and drastic changes, Dai said."The international community is becoming a global village and countries find interests converging in a scope and depth never seen before," he said, adding that the trend of peace, development and cooperation has gained more popular support, while the international situation remains quite fluid and complex. He said the United Nations, as the most universal, representative and authoritative inter-governmental organization, should seize opportunities and meet challenges in the political, security, economic, development, social, humanitarian, cultural, arms control, and judicial fields, among others, and reinvigorate itself with fresh vigor and vitality."Under the new circumstance, the role of the UN should only be strengthened, rather than weakened, and its authority be upheld, rather than impaired," he said.China has released the White Paper on China's Peaceful Development, which solemnly declared that China will unswervingly pursue the path of peaceful development, he said.China will work actively, through peaceful, open, scientific and common development, to expand international cooperation, take part in international affairs, honor its due international responsibilities and obligations, and play a constructive role in the UN, he said.Dai pledged that China will join other countries to make even greater contributions to building a harmonious world of durable peace and common prosperity and a brighter future for mankind.China's entry to the UN 40 years ago made the international body a more representative international organization, said Kasymzhomart Tokaev, director-general of the UN Office at Geneva. He said China has played an important role in the UN.With the rise of its global status and influence, China, as a major power, will continue to shoulder its responsibility and play a more positive role in creating a more secure, just and peaceful world for future generations, he said. Before the reception, Dai had a brief meeting with Tokaev, exchanging views on the UN's role as well as China's cooperation within the UN.

BEIJING, Nov. 25 (Xinhua) -- The BRICS members should make joint efforts to help ease tension in the Middle East and support the region's countries in carrying out political transition and social reconstruction on their own, Chinese Foreign Ministry spokesman Liu Weimin said Friday.Liu made the remarks at a daily press briefing, after Vice Foreign Minister Zhai Jun attended a deputy foreign ministers' conference of the BRICS in the Russian capital of Moscow on Thursday. The BRICS countries' enhanced communication and coordination, joint maintenance of the basic principles of international law, and opposition to foreign armed interference in the region are in line with the common interests of Middle East countries and the international community, Liu said."China will make concerted efforts with the international society, including BRICS members, to make constructive contribution to the Middle East's peace, stability and development," Liu said. The spokesman quoted Zhai Jun as saying at the Moscow conference that the Middle East's situation has a significant impact on international politics, economy and security in addition to the impact on the political and social situations in the region. It conforms with the common interests of the region's countries and the international community for the Middle East to be politically open and inclusive, independent in foreign policy, sustainable in economic development, and peaceful and stable in security matters, Zhai was quoted as saying.Liu Weimin said a joint communique was issued at the Moscow conference. The communique called on various parties to respect the state sovereignty and territorial integrity of the Middle East countries, have extensive dialogues by peaceful means, and make active efforts to seek solutions to the crisis. The BRICS members oppose the interference in the Middle East countries' internal affairs by foreign forces, advocate the positive role of the United Nations Security Council, and urge various parties to strictly observe the authorization of the UN Security Council, according to Liu.BRICS is an acronym for Brazil, Russia, India, China and South Africa.

BEIJING, Jan. 17 (Xinhuanet) -- India has reported the first case of "totally drug-resistant tuberculosis," a long-feared and virtually untreatable form of the killer lung disease.Similar highly resistant cases have been noted before. In 2003, two Italian women died and there were 15 cases reported from Iran in 2009. That same year, The Associated Press reported on a case of a Peruvian teenager who was infected at home but diagnosed while visiting Florida.Such kind of TB has mostly been limited to impoverished areas, and has not spread widely. But experts believe there could be many undocumented cases. No one expects the Indian TB strains to rapidly spread elsewhere. The airborne disease is mainly transmitted through close personal contact and isn't nearly as contagious as the flu. Indeed, most of the cases of this kind of TB were not from person-to-person infection but were mutations that occurred in poorly treated patients. The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. A TB expert at the U.S. Centers for Disease Control and Prevention said they do appear to be totally resistant to available drugs."It is concerning," said Dr. Kenneth Castro, director of the CDC's Division of Tuberculosis Elimination. "Anytime we see something like this, we better get on top of it before it becomes a more widespread problem."Ordinary TB is easily cured by taking antibiotics for six to nine months. However, if that treatment is interrupted or the dose is cut down, the stubborn bacteria battle back and mutate into a tougher strain that can no longer be killed by standard drugs. The disease becomes harder and more expensive to treat.Tuberculosis is an age-old scourge that lies dormant in an estimated one in three people. About 10 percent of those people eventually develop active TB, which kills roughly 2 million a year, according to WHO. Each victim infects an average of 10 to 15 others every year, typically through sneezing or coughing. If a TB case is found to be resistant to the two most powerful anti-TB drugs, the patient is classified as having multi-drug-resistant TB (MDR). An even worse classification of TB — one the WHO accepts — is extensively drug-resistant TB (XDR), a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.About 20 percent of the world's multi-drug-resistant cases were found in India, which is home to a quarter of all types of tuberculosis cases worldwide.

BEIJING, Jan. 12 (Xinhua) -- China's consumer price index (CPI), a main gauge of inflation, rose 4.1 percent year-on-year in December, down 0.1 percentage point from November on falling non-food prices, the National Bureau of Statistics (NBS) said Thursday. The CPI was up 5.4 percent in 2011 from the previous year, well above the government's full-year inflation control target of 4 percent, the NBS said in a statement on its website. The inflation rate in December marked a five-straight-month decline after hitting a 37-month high of 6.5 percent in July amid government tightening measures, according to the NBS data.On a monthly basis, the cost of living dipped 0.2 percent in December, while prices of entertainment, educational and cultural articles and services dropped 0.3 percent, the NBS said.Food prices, which account for nearly one third of the basket of goods in the nation's CPI calculation, went up 9.1 percent year-on-year in December and 1.2 percent month-on-month, the NBS said. The December inflation figure was in line with the market expectation, as many economists forecast that the CPI would grow around 4 percent year-on-year in December.China's Producer Price Index (PPI), a major measure of inflation at the wholesale level, rose 1.7 percent in December year-on-year, further weakening from 2.7 a month earlier.China has made controlling prices a top priority last year and implemented a series of measures to address the issue, including tightening monetary policy, cracking down on speculation, increasing food supplies and reducing circulation costs.
