ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. I couldn’t imagine cooking without natural gas. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. ESCONDIDO, Calif. (KGTV) — Last week, police arrested a suspect in connection with a shooting at an Escondido movie theater that left one man injured in June.The 20-year-old suspect, whose name is being withheld to protect the investigation, was arrested on July 5, Escondido Police said in a release Wednesday. Police then executed a search warrant at the Escondido resident's home.The June 28 shooting occurred at about 8:45 p.m. outside the Regal Cinema on West Valley Parkway. (KGTV) - Over the weekend a horrified Fallbrook family discovered their truck destroyed and they believe football loyalties fueled the vicious attack.Just behind a swing set along Gird Road are some displays of Jesse Wilson's pride for his favorite team, the Kansas City Chiefs. His mailbox is adorned with the Chiefs logo and colors. "I'm a solid fan. Watched them ever since I was a kid," said Wilson.On Sunday, hours after he watched his team clobber the Oakland Raiders, someone did the same to his 2017 Dodge Ram Laramie.RELATED: Football stolen during NFL game returned to player after hunt"It's anger and confusion," said Wilson.Wilson discovered the destruction Monday morning. (KGTV) — A 19-year-old’s call for help on social media after experiencing homelessness ended with an overwhelming amount of support from the community.Caleb Dershem recently moved to Escondido from Ohio in March.“I wanted to get more experience, try new things,” he said.He had a job driving for DoorDash and a roof over his head, but after some struggles, he ended up without a home in June, sleeping in his car.The car that became his shelter was stolen last week. In need of a place to rest his head, Dershem took to Facebook to post in the Escondido Friends group.“My car I have been sleeping in has been stolen, and I need a place to stay for the night while I wait till morning for the shelter resources to open. If anyone knows any safe places, let me know, please. I’m 19 and from Ohio,” he wrote.Moments later, dozens of North County residents reached out to Dershem offering advice."It's overwhelming to find out how many good people are actually out there," he said. "All I asked for was a place to stay for the night."There was one stranger, a man named Mike Shaw, who would answer Dershem’s call for help.“Our goal is to get some information from him, find out where he is, find out briefly what’s going on,” said Shaw. “And we put him in a hotel.”But the help didn’t end there. Shaw is the Executive Director of Southern California Youth Emergency Services, or SoCalYes.The nonprofit provides help for youth in situations like Dershem’s.“We focus on street outreach and education, focusing on youth that are 12 to 24 years old on the streets homeless,” he explained.Less than a week later, Shaw helped Dershem secure a one-bedroom apartment, next they’re working on full-time employment and replacing his stolen car.“Get him stable, get him some counseling, get him a vehicle and get him employed,” said Shaw speaking of the next steps. “Make him a productive member of our society and our community.”Dershem said he's ready to get back on track.“Mike’s been great to me, helping me with a plan to get myself together, and I appreciate him a lot,” said Dershem.It was an act of kindness that possibly changed Dershem’s life. (KGTV) -- The Encinitas teenager bitten by a great white shark is thanking all who saved him and those who continue to support his recovery.It was nearly two months ago when 13-year-old Keane Webre-Hayes was attacked while lobster diving at Beacon's Beach.Webre-Hayes sustained substantial damage to his left torso and face. His humorous was broken, ball joint broke in half, and rotator cuff torn apart in several places. He also lost a significant amount of his deltoid and lat muscles.The 13-year-old underwent hours of surgeries and got 1,000 stitches."I feel really thankful to have my arm, to be alive, and I'm thankful to probably in the future help other people," said Webre-Hayes.He's now considering a career in lifeguarding. Those who helped him are on a long list of people he wants to thank.“The people that towed me in from the kayak, the first responders, the pilot, the doctors, the nurses, all the companies that have given me things, it's motivation to get back out there and do what I love, like surfing and skateboarding," said Webre-Hayes.His mother, Ellie Hayes, says she is grateful for the outpouring of support and financial donations which will help with ongoing medical expenses."It’s one of the ultimate tests, and I know that there’s a reason and meaning, and there’s good that we can do with it," said Ellie. "We don’t know what that is right now, we’re going through it day by day, but we're  open and ready to make sure we spread the word of courage and strength."Webre-Hayes will continue physical therapy and could have additional surgeries in the future. 1620
