SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722

SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. They say the community will have several opportunities for input as the effort goes through the Planning Commission, Housing Commission, and City Council. 1527

SAN DIEGO (KGTV) -- Pro-choice demonstrations gathered outside the federal courthouse in downtown San Diego Tuesday afternoon. The rally was one of hundreds that took place across the country as part of a "Stop the Bans" national day of action. The protests are in response to a law in Alabama that only makes abortion legal when the woman's life is at risk. Several other conservative southern and midwestern states are considering similar measures to restrict access to abortions. "It's a very personal thing, and it's something everybody should have the right to do, to choose yes, I'm going to keep this child or no, I'm not," said Cynthia Knoop. Activists, elected officials, and faith-based leaders chanted, sang songs, and vowed to "not take a step back.""I can't believe we're still fighting this fight and having this discussion. I'm scared for the future generation, the younger women," said Helen Zeldes.Two middle school students also attended. "A child is a ton of responsibility and not every woman wants to, not every woman is financially stable enough to, it should not be in the hands of male senators," said Kate Alberts.The girls said what's happening has been the topic of conversation at their school."Those people who want to have abortions, they can't physically, mentally, take care of a child at ages 16,17, if they've been raped, incest, whatever it is, and it just makes me so sad cause these men are deciding these laws and they don't truly care about the baby once it's born, but when it's a cell," said Marina Nicolaidias.Abortion opponents see what's happening in Alabama and other states as progress. "What we have to remember is that nobody should have the right to take another person's life, and ultimately that's what this is, life begins at conception and when you do have an abortion, you're ending that life," said Marie Frederick, who works with Students for Life and other pro-life groups. Frederick said it's good that a national conversation is happening. "I think when you make a ban on abortion all across the nation; eventually, hopefully, you also need to implement resources for women, support for women I think workplaces need to be more open to women having pregnancies," said Frederick. SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

  

SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808
