BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers. If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said. The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests. The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.

BEIJING, April 18 (Xinhua) -- Chinese President Hu Jintao on Sunday promised orphan students in the quake-hit Yushu new homes and schools while rescuers continue to battle altitude sickness in search of survivors."There will be new homes! There will be new schools!" the president, who arrived in Yushu to inspect relief work one day after returning from a shortened overseas visit, wrote in chalk on the blackboard of a makeshift classroom. The 7.1-magnitude quake which struck the Tibetan Autonomous Prefecture of Yushu Wednesday morning has left at least 1,706 dead, 256 missing and 12,128 injured, as of 10 a.m. Sunday.A woman collects her belongs in Gyegu Town, the quake-hit Tibetan Autonomous Prefecture of Yushu, in northwest China's Qinghai Province, April 17, 2010. The 7.1-magnitude earthquake that struck Yushu of Qinghai Province, left 1,484 dead and 312 still missing, and about 100,000 people were relocated."The top priority is to rescue those still buried alive and treat those injured. BEIJING, May 9 (Xinhua) -- China needs more reasonable carbon emission quotas to buoy the nation's fast economic development amid the progressing industrialization and urbanization, said an official with the nation's top economic planner Sunday.Economic development is still a priority for China as it has to enable the 1.3 billion people to live decent lives, Su Wei, director of the climate change department of the National Development and Reform Commission (NDRC), said at the International Cooperative Conference on Green Economy and Climate Change. The "high carbon" characteristic rooted in Chins's energy structure would not be fundamentally changed in a short term as the development and use of clean energy such as wind and solar power started late in China, he said.Unreasonable industrial structure and relatively backward industry technology also made China's carbon emission reduction drive difficult , said Su.But he also said China has stepped up efforts to curb carbon emission since it vowed in last November to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.
