SAN DIEGO (CNS) - A 44-year-old man suffered a serious cut on his hand early Monday morning when he was attacked by a woman with a knife after parking his car in the City Heights area, police said.It happened shortly before 12:10 a.m. in the 4900 block of University Avenue, east of Euclid Avenue, San Diego police Officer John Buttle said.A 44-year-old man had just parked his car on University Avenue when a woman in her 20s walked up to him and said he owed her some money, Buttle said.The woman then tried to stab him in the neck, but he raised his hand and she cut the webbing of his hand, slashing an artery, the officer said.The victim was taken to a hospital for treatment of his injury, which was not believed to be life-threatening, Buttle said.The suspect was last seen walking southbound on 50th Street from University Avenue. She was described as a Hispanic woman with tattoos on her face. No detailed clothing description was immediately available. 970

SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions. He says Republicans may find some of the bill's provisions too restrictive or granting too much power to one agency.Kirk says she's already thinking about 2020 - and campaigning to put more Democrats in the Senate - and one in the White House. 1947

  

SAN DIEGO — The main stretch of Avenida de la Playa in the La Jolla Shores area is closing to vehicles through September so restaurants can set up tables out on the asphalt.Restaurants began setting up Wednesday for the outdoor service, which will run through Sept. 27. The change comes in response to a new round of Coronavirus related restrictions that make it illegal for restaurant to serve food indoors. Avenida de la Playa will close to cars from El Paseo Grande to Calle de la Plata. Restaurants will be setting up in the part of the street that was reserved for parking spaces. There will be a 20-foot wide walkway down the center of the road for pedestrians to pass. The move will allow restaurants that lost capacity due to restrictions a chance to add tables. Piatti, for instance, will get 16 additional tables by moving outside, creating 35 new shifts for its workers."I've been here 29 years and I've been able to tell people I'll have something in an hour, I'll be able to seat you in 90 minutes. Those are extreme wait times. and now I'm actually saying for the first time ever, I don't have anything tonight," said Piatti General Manager Tom Spano. The lunch and dinner service will run from 11 a.m. to 10 p.m. 1236

  

SAN DIEGO — A University City rabbi says a teenager on a bicycle hit him over the head and yelled a racial slur Saturday, steps from his synagogue.Rabbi Yonatan Halevy, of the Shiviti Congregation, says this was the latest in a series of incidents by a group of teenagers targeting his congregation that has increasingly escalated. "Everyday they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy moved the congregation of 44 families into a 3,300 square-foot space on the southwest corner of the UC Marketplace shopping center to allow for enough social distancing to celebrate the High Holy Days amid the Coronavirus outbreak. He says the group of teenagers routinely causes a nuisance on the property, but seems to single out his congregation, formally called Kahillet Shaar HaShamayim. On Saturday, Halevy says he was walking to synagogue with his father on Governor Drive, when one of the teens recognized them. He says the teen biked over, hit the rabbi over the head with a closed fist, called him the N-word and yelled a variation of white power before biking away. "I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. Halevy called 9-1-1 and said police officers arrived 45 minutes later. They did not make an arrest, but he told them about the series of incidents. The congregation has also designated some of its members as security guards. The incident comes amid an increase in anti-Semitism in the United States. Last year, a 19-year-old allegedly entered the Chabad of Poway Synagogue, killed one congregant and injured three others, including a child. On Monday, Halevy said he met with four officers, including a San Diego Police detective and a community relations officer. He says they pledged to increase resources to the case and are going to search for the teens, getting school police involved. A police spokesman said it would be investigated as a hate crime. Halevy estimates the teens are between 12 and 17 years old. He says he hopes to get a message to their parents before it is too late. 2215
