SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. SAN DIEGO (KGTV) -- San Diego is among 25 counties throughout the nation at risk for a measles outbreak, according to a new report. According to the University of Texas, a paper published in the Lancet Infectious Diseases warns that the epidemic will worsen. The analysis considered a county’s volume of international travel from foreign countries as well as non-medical exemptions for children. Our results show how travel from regions elsewhere compounds this risk,” said the study’s lead author, Sahotra Sarkar.Sarkar’s team accurately predicted major outbreaks in areas of Washington, Oregon and New York. Cook County, Illinois, Los Angeles County, Miami-Dade County and Queens County, New York are among the most at-risk areas for an outbreak in the US, the report says. SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them. SAN DIEGO (KGTV) -- San Diego Police Monday identified a shooting victim found in Sherman Heights following a crash.According to police, 25-year-old Jose Alberto Ortiz died after officers found him with gunshot wounds on October 22 near 27th Street and K Street.Police responded to the area after receiving reports of a crash. After responding, police say they found a dark sedan that collided with a parked vehicle.“Upon contacting the driver, they saw that he had sustained trauma that was not consistent with a traffic collision and suspected the male had been shot,” police said.The man was taken to the hospital where he later died.
