Finding the right child care can be a frustrating -- and expensive -- process for parents around the world, from New York to Nairobi.Access to adequate child care for all has become a "global" need, said Shelley Clark, a demographer and professor of sociology at McGill University in Canada, who has studied child care and other family dynamics."We can think of iconic images like The Atlantic monthly cover of the mom carrying the kid in the briefcase to work and how absurd that's supposed to be to us, but then when we think of women in lower-income countries, you think of the mom selling goods at the market with a kid strapped to her back, and you think, 'Well, that's not a problem for her, because she can easily combine child care and work,' " Clark said."There's this perception out there that for the kinds of work that women do in lower-income countries, it's easier to combine child care and work," she said. "The fact is, it's quite challenging for these moms, also."Clark added that families in lower-income countries spend a significant chunk of their income -- about 17% of some women's average earnings -- on child care services, similar to those in wealthier countries.Families living across 30 wealthy nations in the Organisation for Economic Co-operation and Development spend on average about 15% of their net income on child care costs, according to a 2016 report from the group, an association of 35 countries founded to improve economic development and social well-being around the world.Yet the percentage of a family's income spent on child care costs varies drastically by country: Couples spend 33.8% in the United Kingdom, but in Korea, Austria, Greece and Hungary, couples spend less than 4% due to government benefits and programs. They would take several days and would evaluate Boeing’s proposed changes to the automated flight control system on the Max.The flight control system, triggered by faulty readings from sensors, pushed the planes into nosedives that led to crashes in Indonesia and Ethiopia, killing 346 people.Even if no new problems are discovered during the test flights, it’s likely to take at least a month to get pilots trained and get mothballed planes upgraded, inspected and serviced. The FAA has to sign off on Boeing’s pilot-training program, and a panel of international regulators will comment on minimum pilot training too.Boeing said it deferred to the FAA and global regulators on the Max certification process.Nearly 400 Max planes had been delivered to airlines before they were grounded, and Boeing has built several hundred more. 1232

FLORIDA — As many as 200 employees at the Lockheed Martin/Sikorsky facility in Jupiter, Florida could be affected by potential layoffs this summer.The workers union representing the employees -- Teamsters Local 1150 -- said they are doing everything they can to find people new positions within the company.Journalists at WPTV in West Palm Beach, Florida first heard about the likely layoffs from employees who reached out earlier this week and expressed concern about who would be on the chopping block.The layoffs involve workers in the Blackhawk military helicopter program, which shares space at the United Technologies facility off Beeline Highway in Jupiter. There are a total of 500 employees working there.No names or positions of who will be laid off have been finalized."This has been coming for a while," said Rocco Calo, a board member for Teamsters Local 1150 based in Connecticut. Sikorsky is also based in Connecticut.In a phone interview with WPTV on Wednesday, Calo said unfortunately, they're seeing a big downtown in military work for the Blackhawk and Seahawk helicopters they build."In the Florida plant, they were working on Canadian maritime military helicopter program, which is dwindling down now, coming to an end," he said.Sikorsky is also seeing a decline in the number of aircraft the government is requesting to be built. The company operates on a multi-year contract with the government and Calo said with the current contract shows a significantly lower number of aircraft requests than in years past. The union is monitoring negotiations for future contracts."It's starting to look a little better for the out years, but nothing is signed yet. A notice has not yet been filed for the Jupiter facility.
