OCEANSIDE, Calif. (KGTV) — Oceanside Police Chief Frank McCoy wrote a letter to Oceanside residents saying he was concerned after watching a video of one of his officers tasing a man to the ground. The letter comes after the department released body camera footage, just two days after the incident. Chief McCoy has since asked the Professional Standards Unit to review the case.A man topples to the ground after being tased by an Oceanside police officer. On Tuesday afternoon, officers learned about a man armed with a knife, punching, stabbing, and attempting to carjack several people in the Mesa Margarita neighborhood. When officers arrived, they found the suspect, David Avila.In the video released on the department's twitter page, you can see two perspectives of the incident. One was from the body camera of the officer who deployed his taser. The other was a cell phone video, shot by a citizen.During a heated altercation, the video shows Avila with his hands up, kicking what looks to be a knife towards the officer in front of him. At the same time, the officer switches to his less-lethal option, the taser."Stay back. Stay back! Down on your knees!" the officer yelled.Avila then takes two steps toward the officer, stops, and is then shot by a taser.Two days after the incident, McCoy not only released the footage but said in a statement, "I have had the opportunity to review this video and it has raised concerns to me."Retired San Diego Police lethal force instructor, Ray Shay, says it could be that the officer tased the suspect who already had his hands up, from the front. Under the department's Policy and Procedures Manual, it states:"A TASER should be aimed at a suspect's upper torso and, when tactically possible, should be aimed at the suspect's back. This provides a larger target and avoids possible injury to a suspect's eyes. (Revised 07/01)"However, Shay believes this was justified."With the taser to the front, and then lethal option behind him, and the bean bag option to the left, in this challenging circumstance, the officers did the best they can do to safely take the suspect into custody," Shay said.Barry Pollard, formerly with the San Diego Citizens Advisory Board on Police Community Relations, says what bothered him was what happened as officers subdued Avila."You would think, in these days, nobody's knee would come close to the neck are," Pollard said. "It looked like a reaction is what it looked like, then he caught himself and moved his knee."However, Pollard says because the knee was not directly on the neck, he does not see this as a blatant violation.ABC 10News reached out to Oceanside Police to see exactly what parts of the video concerned the Chief. ONTARIO, Calif. (KGTV) -- Police arrested a 16-year-old boy after he reportedly killed a duck with a golf club in Ontario Wednesday, according to ABC 7 in Chicago.The teen shared video that appeared to show him striking the duck. The duck’s remains were later found at the Whispering Lakes Golf Course.The 16-year-old was issued a citation for felony animal abuse after being arrested at his home.Members of the Colony High School golfing team were practicing when one of them said they accidentally hit a duck while teeing off.The boy claims he killed the duck to put it out of its misery, however, police say there may be more to the story due to the video being posted on social media. OLATHE, Kan. — Court documents released Monday say a Johnson County, Kansas mom was nearly successful in killing at least two of her children last month.Therese Roever faces three counts of attempted capital murder for allegedly drugging her three children on February 19.It wasn’t until her ex-husband arrived to pick up the kids that anyone knew something was wrong.Court documents indicate the ex-husband tried to get into the house for more than an hour but Roever did not open the door or answer the phone.When Roever finally let the ex-husband inside, he found his ex-wife “drugged and groggy.”First responders arrived to find the couple’s 7-year-old daughter on a bed not responding. Their 5-year-old initially got up from the bed but then stumbled to the ground. A third child, 7, was found in the bathroom crying.While the kids were en-route to the hospital, paramedics used Narcan – a drug commonly used to reduce the symptoms of opioid overdose – on two of the kids.Doctors told investigators that had police not arrived when they did, two of the children would have died.Roever remains in the Johnson County Jail on a million bond. She’s scheduled to be back in court for a preliminary hearing on April 20. 1259
OCEANSIDE (KGTV) - A big problem the homeless population faces is finding a safe place to bathe, that's why businesses are teaming up to help. Jordan Verdin has spent the last decade working with the homeless population in the North County. As a photographer, he’s always taking pictures and sharing their stories on social media. Part of Verdin’s love of taking pictures of the homeless is allowing them the opportunity of, “being seen and being heard but sometimes they might not want to be seen because of how they look so what we want to do I provide something that will eliminate that barrier”. He tells 10News, “One of the consistent needs shared with me is needing a place to shower”. After hearing that need repeated time and time again, he’s decided to work another project. Verdin mentioned the project to Oceanside business owner Jeanette Linnborn. Linnborn is the owner of coffee shop, Stay Golden. When Verdin brought the idea to Linnborn she jumped on board immediately. She tells 10News, “I was so excited about that I was like okay we can totally do this”. The shower trailer is made up of two sides, each equipped with a bathroom and shower. Verdin tells me 125 people will be able to shower daily. The shower trailer will stand as a liaison to help homeless back on their feet, “something as simple as a shower and a haircut just makes them feel human again” Verdin tells 10News. The cost of the shower trailer is ,000 and they have just reached the halfway point. There’s still a GoFundMe page set up to help them get the other half of funding. 1575
One of the fiercest rivalries in sport -- the New York Yankees versus the Boston Red Sox -- is on the move and heading to London as Major League Baseball flies across the Atlantic to broaden its global reach.MLB announced Tuesday that the Yankees and Red Sox will play two regular-season games at the London Stadium -- which played host to the athletics and opening and closing ceremonies of the London 2012 Olympics -- on June 29 and 30, 2019.The Red Sox will be the home team for the two-game series, the first MLB games to be played in Europe.But it will not be the first time regular-season MLB matches will have been played outside the US, with ties already having been staged in Mexico, Japan, Puerto Rico and Australia.It has already been announced that Oakland and Seattle will play next season's opener at the Tokyo Dome on March 20-21.As part of the two-year deal another series will be played in London in 2020.
