BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown.     The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday.     The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January.     China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways.     MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December.     The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year.     Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect. However, the excess production was still prominent, and efforts must be made to eliminate outdated capacity.

BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. "China unswervingly sticks to a path of peaceful development and pursues a national defense policy which is purely defensive in nature."     Hu noted that China is not in an arms race of any form and constitutes no threat to other countries.     Hu said the report, which continued the dissemination of the "Chinese military threat" theory and severely distorted facts, was absolutely groundless.     Hu said Sino-U.S. military ties have not yet completely moved out the difficult period as many obstructions still await to be got over.     "The report, issued under such circumstance, could only bring negative influence to the resumption and development of bilateral military ties."     "We urge the United States to stop issuing such a report on China's military strength and immediately take effective measures to dispel the baneful influence caused by the report so that bilateral military ties will incur no further damages," Hu added.     The Pentagon on Wednesday released its annual report about the Chinese military repeating its complaint about "limited transparency." It questioned the "purposes and objectives" of the People's Liberation Army (PLA).

BEIJING, March 22 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Sunday China is confident and capable of achieving its 2009 economic targets and will strengthen cooperation with the international community to fight the global financial crisis.     Despite the financial crisis impact that increased difficulties for economic operations, "the fundamentals of Chinese economy and its good outlook in the long term have not changed," said Li at the opening of the China Development Forum 2009.     China has set an 8-percent target for annual economic expansion this year after diminishing foreign orders dented exports and slowed growth to a seven-year low of 9 percent year-on-year in 2008.     To boost domestic consumption and growth, the government will exert itself to tackle issues of immediate concern to ordinary Chinese citizens such as employment, education, health care, housing and environmental protection, said Li. BEIJING, Feb. 4 (Xinhua) -- The Office of State Flood Control and Drought Relief Headquarters launched an orange alert on Wednesday, urging local authority to be fully aware of the grim situation and give drought-relief work top priority.     The unprecedented drought which started last November, has affected 146 million mu (9.73 million hectares) of crops nationwide by February 4, among which 42.19 million mu are severely affected, according to the latest figure released by the headquarter office.     About 139 million of wheat land in the eight wheat-producing provinces were threatened, comprising 46 percent of the total wheat croplands in the areas. Drought has hit most of Henan Province, one of China's key wheat producing regions, due to lack of rainfall since last October.Some 3.98 million people and 1.95 million livestock are short of drinking water.     The headquarter office asked local governments to be accountable for relief work and make every effort to expand irrigation areas.     The local authority should enact integrated plans on water distribution to minimize the risk of the drought, according to an emergency notice by the headquarter office.     Four more working teams were sent to the drought-hit areas on Monday to supervise the relief work.     The Ministry of Finance is expected to arrange more funds, after the previous 100 million yuan (14.6 million U.S. dollars) to support the relief effort.
