SAN DIEGO (KGTV) -- One month before the start of the new school year, San Diego Unified School District released the details of its online learning plan for the 2020-2021 school year.The school district's plans were created over weeks of discussions with parents, students, educators and administrators. San Diego Unified will start the school year Aug. 31. Details of the online learning plan include:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progress“We continue working to bring all students back to campus as soon as it is safe and responsible to do so. In the meantime, we must ensure our students continue to learn and make academic progress,” said Superintendent Cindy Marten.Superintendent Marten said the district will continue working on access and providing free computers and Wi-Fi service to families that need them.SDUSD plans to release additional details of the online learning plan for the fall on Aug. 10, the same day on which the district plans to provide the next public assessment of when it will be safe to physically reopen. 1646

SAN DIEGO (KGTV) — One person was shot and injured in the Southcrest area on Saturday.San Diego Police said the victim was shot in the 4000 block of Boston Ave. The person was taken to a nearby hospital, but their condition was not known. SAN DIEGO (KGTV) -- On Thursday, January 3, the newest members of Congress will head to Washington D.C. to be sworn in. Among them is Mike Levin, who will represent California's 49th Congressional District. Levin, an environmental attorney, ran a campaign focused on younger voters. During the campaign, he cast his opponent, Diane Harkey as a “rubber stamp" for President Donald Trump. The district was previously represented by Darrell Issa. Juan Varges of the 51st Congressional District will also head to Washington. Varges made headlines recently after pointing the finger at the Trump administration for the situation at the border after hundreds of migrants rushed the San Ysidro Port of Entry. The 51st Congressional District consists of south San Diego County, Imperial County and California’s entire U.S./Mexico border. Also in Washington for the swearing in is Congressman Scott Peters of California’s 52nd District. The district includes the cities of Coronado and Poway as well as most of northern San Diego. Peters was first elected in 2012. In 2018, Peters introduced legislation to provide a tax credit who paid more than 30 percent of their gross income on rent and utilities. Rep. Susan Davis was re-elected in 2018 and represents California’s 53rd Congressional District. The district stretches from I-5 and Balboa Park through Mission Valley to East County and includes much of the heart of San Diego.Davis has been serving the district since 2001 and in 2018, won against her opponent, Morgan Murtaugh. Heading to Washington also is Congressman Duncan Hunter of California’s 50th Congressional District. Hunter has served the district since 2008 and recently made headlines after being indicted for alleged misuse of campaign funds. 1762

SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation.The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

SAN DIEGO (KGTV) -- People on social media reacted after students all over San Diego County walked out of class Wednesday to show solidarity in protesting gun violence. The walkouts began at 10 a.m. and lasted 17 minutes, one minute for each of those killed in the Parkland shooting. Photos posted on various social media platforms show students holding posters and standing together in protest.  419
