SACRAMENTO, Calif. (AP) — California plans to release another 3,100 inmates and in total will release more than 10,000 state inmates early in response to the coronavirus pandemic. In all, California's efforts could free nearly 10% of prisoners as Gov. Gavin Newsom responds to intensifying pressure from advocates, lawmakers and federal judges. His latest effort will soon free about 3,100 inmates by granting most a one-time three-month credit. It follows other measures that are expected to quickly lead to the release of about 7,000 inmates six months before they normally would have been paroled. SACRAMENTO, Calif. — A peaceful protest in a sleepy suburb that’s home to the head of the California National Guard was among four demonstrations monitored by National Guard spy planes, according to the Los Angeles Times.The four planes took to the skies over cities in June to monitor protests following the killing of George Floyd. Three watched demonstrations in Minneapolis, Phoenix and Washington, D.C. But the target of the fourth was the affluent Sacramento, California suburb of El Dorado Hills.Authorities have not explained how and why that neighborhood was chosen when other cities that had seen property destruction and street clashes — like Los Angeles, Oakland and Long Beach — were not. El Dorado Hills only saw peaceful protest during the summer unrest.The Times says that state records show that the El Dorado County Sheriff's Office requested the use of the plane, and the National Guard also sent a Lakota helicopter to the area.The Times reports that Maj. ROSEMEAD (CNS) - Residents across Southern California were checking their homes and apartments this morning for any damage caused by a magnitude 4.5 earthquake that struck two miles south of Rosemead and was felt across a large portion of the region, including Orange County.The quake struck at 11:38 p.m. Friday, according to the U.S. Geological Survey. It was in almost the same location as the magnitude 5.9Whittier Narrows earthquake in 1987, famed seismologist Dr. Lucy Jones said. ``Just like in '87, the earthquake is quite deep ... it's possibly on the same fault,'' Jones told NBC4 early Saturday morning.She later tweeted this quake ``is not considered an aftershock (to the Whittier Narrows quake) because the aftershocks died off completely in less than two years.''A pair of aftershocks, magnitudes 2.1 and 1.6, struck within 10 minutes of Friday's quake, Jones said.She said there is about a 5% chance this was a foreshock to a bigger earthquake.The Los Angeles Fire Department went into ``Earthquake Mode, with all 106 Neighborhood Fire Stations checking their areas for damage.''About 12:45 a.m., the department said it had completed its assessments. (AP) — Twenty-three states have sued to stop the Trump administration from revoking California's authority to set emission standards for cars and trucks.California Attorney General Xavier Becerra is leading the lawsuit filed Friday, along with Gov. Gavin Newsom and the California Air Resources Board.The Trump administration on Thursday revoked California's authority to set its own auto emission standards. The state has had that power for decades under a waiver from the federal Clean Air Act.The lawsuit argues that the National Highway Traffic Safety Administration does not have the authority to revoke California's waiver.Becerra says the Trump administration's action fails to respect states' authority to protect public health.Four automakers have said they would voluntarily follow California's standards. 842
