SAN DIEGO (CNS) - A motorist suffered serious injuries Thursday morning when the person's vehicle crashed into a wall on an Interstate 8 transition ramp in the Mission Valley area.The crash was reported around 1:15 a.m. on the I-8 west transition ramp to northbound state Route 163, according to a California Highway Patrol incident log.CHP officers responded to the scene and found a vehicle had crashed into a wall, leaving it with major front end damage, according to the incident log. The driver was taken to a hospital for treatment of major injuries.No details about the driver or the vehicle were immediately available.CHP officers were investigating the circumstances leading up to the crash. 708

SAN DIEGO (CNS) - In a first for San Diego County elections, the polls for the Nov. 3 Presidential General Election will open for four days, starting today from 8 a.m. to 5 p.m.In light of COVID-19, voters were encouraged to vote from home using their mail ballot. This close to the election, voters are advised to not mail in ballots, as they may not reach the registrar in time.For those who want to vote in person, they can vote early at their assigned polling place from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m.On Thursday, the registrar reported nearly half of the county's 1.95 million registered voters had already cast their ballots, more than double the number received by that point in 2016.More than 937,000 ballots had been received as of Thursday. At this point in the 2016 presidential election, the registrar had received 409,702 ballots.Even so, due to the pandemic and a predicted high voter turnout, the registrar's office is continuing to urge voters to avoid long lines and crowded polling places by voting before Election Day itself.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.There are fewer polling places than in past elections, and the location of some polls have changed so voters are encouraged to check the back of their sample ballot and voter information pamphlet before heading out to vote this weekend.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance. ``We encourage voters to act early and make voting decisions from the comfort and safety of their home,'' Vu said. ``Mark your ballot, sign, seal and return your mail ballot to a trusted source. SAN DIEGO (CNS) - As part of its reopening plan amid the coronavirus pandemic, the San Diego Unified School District allowed some students facing severe challenges to return to in-person learning today, but a timeline for the district to reopen fully remains unclear.Phase 1 of the district's plan to reopen is to allow elementary school students ``who have been uniquely identified by their teachers as experiencing learning loss'' to have limited in-person appointments.Participation is voluntary and students who participate in the sessions will continue to receive online learning.On Tuesday, Lafayette Elementary School in the Clairemont Mesa neighborhood invited back 25 of the 27 students who were asked to return to in- person instruction -- many of whom are part of a deaf and hard-of-hearing program at the school.The district's Phase 1 includes a mandate for less than 20% capacity for rooms and for schools, half days to avoid groups eating at schools and a six-foot distancing everywhere on school grounds -- barriers or no barriers.This summer, San Diego Unified adopted standards developed in consultation with experts from UC San Diego. As a result, conditions for the district's reopening local schools are considerably stricter than state standards, and much stricter than various other school districts in the region that have opened for in-person learning.According to the district, all California Department of Public Health criteria has been met to a level where limited in-person classes are possible.The next stage will be when both state and county data fit the district's stricter metrics. That date is anyone's guess, leading to some frustration from parents.Parents and guardians in the ``Reopen SDUSD'' group said the district's current reopening plan was ``riddled with vague language that is a far cry from a comprehensive plan that families have been asking for.''With the criteria SDUSD has in place, it could be weeks or months until in-person school becomes more widely used. Even then, it's not a guarantee school will head back as soon as the numbers fit.In the Chula Vista Elementary School District, a push from Superintendent Francisco Escobedo to reopen the state's largest elementary school district for in person instruction on Oct. 26 was met with significant backlash from the Chula Vista Educators union.Susan Skala, the union representative, said collective action and possibly even a strike was on the table unless Escobedo and the administration backed down. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - A suspect was arrested Monday morning after climbing onto the roof of a La Jolla home, where he remained for just over an hour before surrendering to SDPD officers.Dispatchers received a call around 4:45 a.m. from a woman who reported hearing a person on the roof of her home in the 1500 block of Coast Walk, off Torrey Pines Road just east of Prospect Place, San Diego police Officer Tony Martinez said.Officers responded to the home and the woman pointed them to where she had seen the suspect, Martinez said.Police entered the home to make sure the suspect hadn't made it inside, then they spotted him on the roof and ordered him to surrender, the officer said.The suspect surrendered and was taken into custody around 6:10 a.m., Martinez said.
