UNITED NATIONS, Nov. 16 (Xinhua) -- China's UN Ambassador Li Baodong on Tuesday expressed hope for a "peaceful, free, transparent and fair" referendum to be held in south Sudan early next year."The south Sudan referendum is a key step in the implementation of the Comprehensive Peace Agreement (CPA), but it is not an end in itself," Li told a high-level meeting of the UN Security Council here."We hope that the referendum will be held in a peaceful, free, transparent and fair manner in accordance with the CPA and reflect the will of the Sudanese people, and that the outcome of the referendum will be respected by all parties."The ambassador urged the northern and southern Sudan to "try their utmost to expedite the preparations for the referendum," and called on the international community to create favorable conditions for the referendum, "but not to prejudge its outcome.""Neither party must take unilateral actions," he stressed. " Whatever the outcome of the referendum, it is necessary to ensure the overall peace and stability of Sudan and the whole region."The Chinese envoy also expressed concern about "the serious lacking behind of the political process" in Darfur, which poses the "most prominent challenge" for the settlement of the question of Darfur.He urged those Darfur parties that have yet to join the political process to do so immediately and without conditions.Li announced that the Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur.

BEIJING, Dec. 29 (Xinhua) -- Chinese President Hu Jintao has stressed the need to stabilize commodity prices, extend the coverage of the social security network and boost employment to ensure the country develops in a comprehensive, coordinated and sustainable manner.Hu made the call Tuesday when presiding over lectures on economic development attended by members of the Political Bureau of the Communist Party of China (CPC) Central Committee.The lectures were given by two researchers respectively from the National Development and Reform Commission and the Chinese Academy of Social Sciences.Efforts should be made to establish a long-term mechanism that increases consumptions, renovate and upgrade traditional industries, and cultivate and support strategic emerging industries, Hu noted.Hu, also general secretary of the CPC Central Committee, called for deepening of the country's reform and opening up, adding that improving people's livelihood and ensuring their well-being, promoting economic growth and maintaining social stability are the Party's top agenda.Hu said impetus should be given to the development of the service industry as well as to the coordination of regional development, and vigorous yet steady endeavors should be made to advance urbanization.Hu also called for efforts to embrace reform and innovation in the country's economic, political, cultural and social systems and urged local authorities to seek opinions and advice from the people in formulating regional development blueprints.Further, Hu asked CPC officials to cement their ties with the people and do practical things for the public.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers Index (PMI) of China's manufacturing sector rose to 55.2 percent in November, up 0.5 percentage points from October, the China Federation of Logistics and Purchasing said Wednesday.The figure marked the 21th straight month that the index was above the boom-and-bust line of 50 percent.The PMI includes a package of indices to measure performance of the country's manufacturing sector. A reading above 50 percent indicates economic expansion, while that below 50 percent indicates contraction. 

BEIJING, Dec.25 (Xinhua) -- Chinese vice premier Li Keqiang said that China's tax officials should continue to promote reform in the tax system and improve services to contribute to the country's economic development and social harmony.Li made the remarks in a written instruction to a recently-held national conference on taxation, which coordinated next year's working plans for the tax administration system.Li called on tax officials to further enact structural tax reductions, promote tax reforms, strengthen tax collections and management and improve services for taxpayers.Chinese tax officials should work to allow taxation to play a more important role in the transformation of economic development patterns, adjust income distribution and improve people's livelihoods, Li said.
