WASHINGTON (AP) — More police officers have died in the line of duty this year in the United States than in 2017, according to data released Thursday. Most were killed by gunfire, and vehicular accidents claimed nearly as many officers' lives.The National Law Enforcement Officers Memorial Fund said in a report that 144 federal, state and local officers have died so far in 2018. That figure represents roughly a 12 percent increase from the 129 who died in 2017.The majority of the officers who died were either shot — 52 this year, up from 46 in 2017 — or fatally injured in car or motorcycle crashes, which accounted for 50 deaths. Other fatalities involved heart attacks, strokes, drownings and cancer and other illnesses among those who responded to the 9/11 World Trade Center attack.Of the officers who were shot, eight were killed during investigative activity and six were killed while responding to calls of a domestic or public disturbance, according to the report. Two were shot while serving warrants, two died while handling or transporting prisoners and two others were inadvertently shot by other officers.Craig Floyd, the fund's chief executive officer, called the increase in deaths disappointing after a decline in 2017."Sadly this reminds us that public safety is a dangerous job and can come at a very steep price," Floyd said in a statement. "We must never take the service and sacrifice of law enforcement officers for granted, and we must remember the families of the fallen who are left behind."Of the officers who died in traffic-related incidents, 32 were killed in crashes involving another vehicle and 14 were struck while outside their vehicle. WASHINGTON — The Supreme Court has upheld Trump administration rules allowing some employers to refuse to provide free contraceptive coverage on religious grounds. The high court on Wednesday said the Trump administration acted properly when it allowed more employers who cite a religious or moral objection to opt out of covering birth control. The Obama-era health law said most employers must cover birth control as a preventive service, at no charge to women, in their insurance plans. WASHINGTON — The Senate intelligence committee has concluded the Kremlin launched an aggressive effort to interfere in the 2016 presidential contest on behalf of Donald Trump and says the Trump campaign’s interactions with Russian intelligence services during the campaign posed a “grave” counterintelligence threat. It says Trump associates were eager to exploit the Kremlin’s aid, particularly by maximizing the impact of the disclosure of Democratic emails that were hacked by Russian military intelligence officers.The report from the Republican-led panel lays out significant contacts between Trump associates and Russians, describing for instance a close professional relationship between Trump campaign chairman Paul Manafort and Konstantin Kilimnik, whom the committee describes without equivocation as a Russian intelligence officer."The Committee found that Manafort's presence on the Campaign and proximity to Trump created opportunities for Russian intelligence services to exert influence over, and acquire confidential information on, the Trump campaign," according to the report released Tuesday.The report notes how Manafort shared internal Trump campaign polling data with Kilimnik and says there is “some evidence” that Kilimnik may have been connected to the Kremlin’s operation to hack and leak Democratic emails, though it does not describe that evidence. VISTA, Calif., (KGTV) — The man accused of killing his girlfriend in Cardiff pleaded not guilty Wednesday at his arraignment.Henry Cowen, 41, stood stoically inside the defendant's box, watching Deputy District Attorney Marnie Layon accuse him of murdering 43-year-old Sabrina Lukosky. Friends at the courthouse said Lukosky was a beloved butterfly breeder, who was "so lovely."The investigation began when Lukosky's mother requested a welfare check in early October, after not hearing from her daughter for several days. Officers came to the gray flat the couple shared on Cowen's mother's property in Cardiff. They saw Lukosky's car but noticed a foul smell coming from the residence. A few days later, they executed a search warrant and found Lukosky's dead body and signs of a violent struggle inside the bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," Layon said. But that was not what killed her. The Medical Examiner said Lukosky died of strangulation and blunt force trauma. Prosecutors believe Cowen then left North County, first to got to Los Angeles. Then they said he took a Lyft to Riverside County, where he met with his children's mother. Investigators believe it was then that Cowen took steps to escape the country."That woman and her father, at his request, took him to the Israeli Consulate there, so that he could make arrangements to obtain a visa to get out of the country to move to Israel," Layon said. "They learned when they were going through the process, that would take six to eight months, and an expression was then made that the preference would be to go to New York."But before he could leave, officers with the Fugitive Task Force arrested Cowen in Riverside County on Oct. 11. He remains in custody with no bail.Cowen has an extensive violent criminal record, including assaulting an ex-girlfriend in California and kidnapping and torturing a man in Washington State. Because of that, if convicted, Cowen faces a maximum sentence of 55 years to life in prison. 2106
