DEL MAR (KGTV) — A historic summer season at the Del Mar racetrack is wrapping up Monday, the first season without fans in the stands in the track’s history.But even with all the changes forced by the pandemic, the Del Mar Thoroughbred Club says summer 2020 was a success.With no fans in attendance, the Thoroughbred Club says it missed out on about million in concessions and other on-track revenue this season. However, that was offset by lower staffing costs and an uptick in gambling revenue, according to Craig Dado, the club’s chief marketing officer.“We’re really happy with the numbers we’re getting and we will be able to eek out a small profit this year,” Dado said.Gambling revenues jumped about 7 percent thanks to off-track activity, Dado said, which is where the vast majority of bets are typically placed anyway. Anyone can bet on a Del Mar race using an app.“Basketball was delayed. Baseball was delayed, so a lot of people turned to horse racing, and we’re happy they did,” he said.The season had its hurdles. In July, the track canceled a weekend of racing after 15 jockeys and seven other workers tested positive for COVID-19.Last weekend, a horse was hurt during racing and had to be put down, the first death during racing at Del Mar since 2018.“To only have one in two racing seasons is a phenomenal number and we will definitely be the safest track in North America, as we have been the last two years,” Dado said.Dado attributed the track’s safety record to protocols adopted three years ago.But there are still questions about the kinds of pandemic protocols that will be in place when the November season begins.“At this point, we have no idea what’s going to happen in November,” he said. “Things are starting to open up in San Diego County. If that continues, we hope to have some people in the stands, but at this point we really don’t know”The November season will begin on Halloween this year, October 31. 1948

However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DEL MAR, Calif. (KGTV) - It’s the first day of Bing Crosby winter horse racing at the Del Mar Racetrack and fans are making their way through the gates. Race officials say safety, for riders and horses, is the top priority for everyone. The Bing Crosby season is 15 days shorter than the summer season. Trainers say the Del Mar track is one the best because of San Diego's weather. "This track, especially in the fall, is the safest dirt track in the world," says trainer Bob Hess. "Moisture is really important for a racing surface."RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonAfter a successful summer meet, the Del Mar Racetrack expects the same this time around for the winter season. "Safety is everything here," says Joe Harper, CEO of the Del Mar Thoroughbred Club. "Last year, we had a really good meet. Not one horse was injured in racing."Harper says the entire racing industry has been under close watch after recent deaths at the Santa Anita Racetrack. Some politicians even suggested suspending racing there. "It's tens of thousands of jobs. It's a billion-dollar industry," says Harper. DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. Getting things done involves coming to the table and I want to thank the broad and diverse coalition who has been working on this with me for years.” 1609
