OTAY MESA (CNS) - A fisherman reported seeing what appeared to be a body in Upper Otay Lake this afternoon.The sighting at the reservoir east of Chula Vista was reported shortly after 2 p.m., according to police.Patrol officers investigated and, unable to confirm or discount the report, called in city lifeguards.By the time the dive team got to the lake, however, it was getting too late for an effective underwater search, said Jose Ysea, a spokesman for the San Diego Fire-Rescue Department.The divers planned to return for a thorough search on Wednesday, Ysea said. 578
OCEANSIDE, Calif. (KGTV) - A fire broke out Tuesday morning at Fire Station 3 in Oceanside when no first responders were inside to put it out. The flames broke out in a rear dorm room on the second floor adjacent to a furnace in the wall, said Oceanside Fire Department Battalion Chief Scott Stein. People driving by saw the fire at 3101 Oceanside Blvd. and reported it, said Stein. Twenty-seven firefighters from Carlsbad and other stations in Oceanside responded to the scene to put out the fire. The five Oceanside firefighters who were on duty with Station 3 were not available at the time the flames broke out. The second floor of the station was damaged by smoke and flames, Stein said. The first floor had minimal damage. “This is really a hit to the city because it’s centrally located,” Stein said. Although Stein did not have an estimate on when repairs would be completed, he said Fire Station 3 firefighters would be displaced at least a month. “We’re relocating them to other fire stations throughout the city,” said Stein. The investigation into the cause of the fire is being handled by the Vista Fire Department. 1136
OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952
