SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737
SAN DIEGO (KGTV) - At least two former students of a coding bootcamp in downtown San Diego received refunds after a Team 10 story earlier this summer.Sean Calma and Lane, who declined to give his last name, were enrolled at Origin Code Academy. They both said they were promised one-on-one instruction, which they did not receive. Neither had previous coding experience, so they both asked many questions before enrolling."One time, [the instructor] didn't even know what he was looking at on my computer screen. A second time, he was like, I don’t know what that is. Third time, he asked to go ask another instructor," Lane told Team 10 back in June.CEO Jeff Winkler said coding is difficult, but would be willing to talk to the students about getting their money back. During a previous Team 10 interview, he pointed to many satisfied students and dozens of graduates, including one who recently got a job at Facebook.Winkler did not respond to Team 10's request for comment regarding the refunds.Coding bootcamps are regulated by the Bureau for Private Postsecondary Education (BPPE). Origin Code Academy was previously operating without approval. The academy appealed its citation, its fine was reduced, and as of August, it is allowed to operate. As part of its approval, it had to pay back students who asked for refunds.Both Calma and Lane could not talk about their refunds the received after Team 10's story because both had to sign a non-disclosure agreement before getting their money back.A spokesperson for the BPPE told Team 10: "The Bureau encourages Origin Code Academy students who have not yet received a requested refund to contact the Bureau so we can investigate their claims. SAN DIEGO (KGTV) - Businesses are bracing for Governor Gavin Newsom's announcement Monday after San Diego has been on the state's watch-list since July 3, due to a surge in coronavirus cases.Newsom could announce indoor activities, like arcades, restaurant dining, movie theaters and museums will be shut down to contain the spread.This news comes as San Diego restaurants faced a volley of changes over the past four months."I think that the only thing that is constant is the change," Chief Brewing Officer Mike Hess said from his Imperial Beach brewery.He said the lucky thing about most of his locations is they have outdoor space, so they can shift more easily. Barnett said they have been doing take out since the beginning of the pandemic, but never reopened for dine in.She said the small space at her business and horror stories of other restaurants and bars dealing with enforcing social distancing, wearing a mask and employees testing positive with the virus, helped her stick to her guns.On Friday, she posted this on Instagram, "After much consideration, Small Bar will be closing for the entire month of July (possibly longer). When the global pandemic was declared almost 4 months ago, we decided to quickly switch gears and continue to serve our community as thoughtfully and safely as possible. Unfortunately, Americans both near and far don't seem to be listening as closely to science as we are. We no longer deem our services "essential". SAN DIEGO (KGTV) — Custom churros are the latest foodie find on Kearny Mesa's bustling Convoy Street culinary scene.Churreria is taking the classic dessert treat and adding their own twist. The churro stop gives customers the chance to customize their churro with toppings like bacon, coconut, and even fruity pebbles. Better yet, churros are made right before customers' eyes.Nicholas Tran, owner of Churreria, said the idea for a churro shop developed after a trip by the border.RELATED: 10 must-eat restaurants on San Diego's Convoy Street"We saw this kiosk and they were having these churros from this little stand. Spanish churros, though, are made from just flour, water, salt, and oil."It's vegan and vegetarian. It's good for people who are lactose intolerant or who have a dairy intolerance or with eggs," Tran. "This happens to be a healthy churro. SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. [cdc.gov]If the public is concerned about what their grocer or take out restaurant is doing to make their location safe, they should ask... most will be happy to tell you. And so far, in all identified instances, these entities have done everything RIGHT in terms of actions for public health.... notice, cleaning, job analysis. There is no need for the public to do anything different based on this information about the grocers who have reported cases so far...indeed, one could argue that would be one of the safest places to shop, given their transparency on this case." 3796
