By the time the gunfire stopped, 12 people were dead."I was in panic mode since Wednesday night -- since that phone call -- and stress levels were off the charts," Carmen Edman said.The Edman family got to safety, but their Malibu home burned to the ground."Two-near death experiences that you just don't expect," Deseriee Edman said."I'm trying to stay as strong as possible for my family and friends, and I'm trying to look at everything as positively as possible even though it's pretty hard to do so in these type of situations," she told the affiliate.The Edmans credit Ventura County Sheriff's Sgt. Ron Helus with saving their family.Sgt. Helus was fatally shot when he responded to the call of a shooting at the Borderline Bar and Grill. OCEANSIDE, Calif. (KGTV) — Oceanside Police Chief Frank McCoy wrote a letter to Oceanside residents saying he was concerned after watching a video of one of his officers tasing a man to the ground. The letter comes after the department released body camera footage, just two days after the incident. Chief McCoy has since asked the Professional Standards Unit to review the case.A man topples to the ground after being tased by an Oceanside police officer. On Tuesday afternoon, officers learned about a man armed with a knife, punching, stabbing, and attempting to carjack several people in the Mesa Margarita neighborhood. When officers arrived, they found the suspect, David Avila.In the video released on the department's twitter page, you can see two perspectives of the incident. One was from the body camera of the officer who deployed his taser. The other was a cell phone video, shot by a citizen.During a heated altercation, the video shows Avila with his hands up, kicking what looks to be a knife towards the officer in front of him. At the same time, the officer switches to his less-lethal option, the taser."Stay back. Stay back! Down on your knees!" the officer yelled.Avila then takes two steps toward the officer, stops, and is then shot by a taser.Two days after the incident, McCoy not only released the footage but said in a statement, "I have had the opportunity to review this video and it has raised concerns to me."Retired San Diego Police lethal force instructor, Ray Shay, says it could be that the officer tased the suspect who already had his hands up, from the front. Under the department's Policy and Procedures Manual, it states:"A TASER should be aimed at a suspect's upper torso and, when tactically possible, should be aimed at the suspect's back. This provides a larger target and avoids possible injury to a suspect's eyes. On June 26, 2019, the City of Las Vegas Animal Control (Animal Control) responded to a call to pick up a dog that had bitten a child on the face. The Animal Foundation admitted the animal for the customary 10-day quarantine. On July 5, 2019, the City of Las Vegas released the animal from quarantine and on July 6, 2019, the animal was humanely euthanized. It was subsequently discovered by shelter management that the owner’s intent was to reclaim the dog after quarantine. The Animal Foundation has worked vigorously to identify the source of this tragic error and has determined the points of failure were an incorrect phone number listed for the owner, and employee non-compliance with data entry procedures. With 800-1000 animals in the shelter’s care daily, and over 80 more being admitted daily, data accuracy and timeliness are critical in maintaining operations. (KGTV) -- An Army veteran sprang into action when he witnessed a man attacking another man at an Oceanside transit station.Oceanside police said the incident happened Tuesday at around 9:30 a.m. on the Amtrak platform at the transit station on 195 S Tremont St.Police said Craig Chaviez allegedly attacked and stabbed a 30-year-old man. When another man -- identified as 40-year-old Andrew Reinicke, tried to intervene, police alleged Chaviez punched him in the ribs and stabbed him in the head area.Reinicke was ready to take a train to culinary school in Pasadena when the incident occurred. The Army veteran told ABC 10News’ Michael Chen that he was dressed in his "chef whites" and reading some notes just before the attack.“A guy rushed up, jumped on top of him and started wailing on him,” Reinicke said of the victim.Reinicke said as the fight escalated, that’s when he decided to get involved.“You see someone who needs defending and you do it. You don’t necessarily choose to do it, you just do it,” said Reinicke.After jumping into the fray and tussling with the attacker, Reinicke said the man pulled out a small knife.“He was punching me in the eye, the ribs, and the face. He comes at me again, throws me to the ground and tries to stab me as often as he can. He ends up getting me right in the head,” Reinicke said.Reinicke told ABC 10News that the knife “did pierce the skull” and he suffered a “little bit of bleeding on the brain.” He said his adrenaline was pumping so he did not feel any pain initially.According to Reinicke, the attacker then accused him and the first victim of robbing him before walking towards buses.Witnesses said Chaviez tried to flee from the scene, but he was arrested a short time later.Oceanside police said the 25-year-old Chaviez, who is from Inglewood, was a fugitive wanted in Los Angeles County over an aggravated assault and assault with a deadly weapon case.
