BEIJING, June 29 (Xinhua) -- China's top political advisory body Tuesday started a new seminar to improve the capabilities of 296 national political advisors in advising the government work.During the four-day seminar, the participants, who were from 34 walks of life, will attend lectures and hold panel discussions focusing such topics as how to persisting in and improving the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China, as well as the basic requirements for advisors to better perform their duties.Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the top advisory body in China, met with the participants at the opening ceremony of the seminar.The seminar is the fifth of the kind ever organized by the 11th CPPCC National Committee. "Here the air is fresher and we can associate with many friends."The shelters, with benches, LCD TVs, and other newly installed comforts, were opened to the public free of charge and have apparently seen more visitors than back in the Cold War years.In fact, more than 3,000 residents frequent the shelters to find relief from the summer heat every day, said Cheng Zhiguo, an official with the municipal civil air defense administration.A resident surnamed Xu told Xinhua that spending his leisure time in the shelter could save him ten yuan (1.5 U.S. dollars) in air-conditioning costs per day."And this is not just about saving money, but it is also more environmentally friendly," added Xu.In the neighboring province of Jiangxi, residents are swarming into free, air-conditioned libraries to stay cool, and to learn!In the Jiangxi Provincial Library, chairs in all reading rooms are fully occupied. BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.

BEIJING, July 23 (Xinhua) -- A senior official with the Communist Party of China (CPC) on Friday reaffirmed the Party's and government's unalterable will to clear pornography from the Internet.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, said at a meeting held in Beijing that the government should continue its efforts to crack down on Internet websites that provide pornographic content or links to lewd information.China has established a special working group for coordinating a nationwide campaign to sweep out pornography and other illegal online publications.Officials with government agencies, including the police force and other law enforcement powers in attendance at the meeting, were asked to not only examine websites but also trace the sources of onlinepornography and break the profit chain from producing online pornography and lewd information.Operators of Internet websites, servers, telecom and even advertising agents will be under scrutiny for any pornography or lewd information spread by their services, according to a statement released at the meeting.In other matters discussed at the meeting, the government said it would continue to promote and establish a real name registration system for Internet users and online service operators, and improve its management over Internet search engines as well as information security regulations.
