SAN DIEGO, California — With recreational marijuana now legal in California, doctors are warning parents to be extra vigilant when checking their kids' candy on Halloween. They worry that the kids may confuse edibles for candy."There's going to be candy all over the house," says Dr. James Elia from Sharp Grossmont Hospital. "If there are edibles that are in the household and are forgotten to put away, kids may be able to get into them as well."State law allows edibles but has strict guidelines for how much THC can be in them. A package can't contain more than 100 milligrams, and each piece can't have more than 10.Marijuana vendors say new rules also make it harder for the edibles to be confused for candy."You cannot use the word candy and animals cannot be in the shape of certain animals and images that might be attractive to children," says Kyle Dukes from Torrey Holistics. He also noted that state law doesn't allow the edibles to be in any shape the State Bureau of Cannabis Control deems "attractive to children." Specifically, they can't be shaped like fruit, animals or lollipops.Packaging for marijuana-infused food must also be child resistant and clearly labeled.Dr. Elia recommends keeping edibles locked away, similar to the way people treat medicine they don't want kids to get. He says the side effects of THC on children could be devastating."They could experience alteration of mental status, sometimes hallucinations, severe anxiety, severe paranoia," he says. "With children, it's also noted shortness of breath."Elia also says parents should be extra vigilant when checking their kids' trick-or-treat candy, to make sure an edible didn't wind up in their collection."We all have to be concerned about this," he says. "We all have to raise the level of suspicion." 1812

San Diego (KGTV)- Improved bike lanes are making it easier for cyclists to get around. The new lanes are a part of the city’s effort to protect riders and get more people out of their cars. The city is in the first phase of its Downtown San Diego Mobility Plan. They are hoping to have at least 6 percent of commuters riding their bikes by the end of the project. Jamie Hampton has been riding her bike to work for over ten years. At times, she says she hasn’t felt safe around moving cars. “It’s challenging because you have to kind of figure out how to share a lane with a car.”The city is making it easier for riders to get around the Downtown area with protected bike lanes. White reflector poles separate the lanes. Some have another layer of protection with street parking spaces. There are also designated signal lights for cyclists. The City Council adopted the estimated million mobility plan in 2016. It calls for 9 miles of protected bike lanes in the Downtown area. “It’s a nice balance of how to share a road with a car.”The city hopes to have all three phase of the mobility plan completed by 2021. 1125

SAN DIEGO (KGTV)— Surfers and swimmers stayed away from San Diego waters after the National Weather Service issued a high surf advisory Saturday. Conditions were deemed dangerous for Southern California coastlines, with the highest waves reaching eight to ten feet in San Diego County.10News met San Diego locals Derek Janich and his daughter Kaylee at Ocean Beach. “No plans to get into the water today. Maybe on a more warm day,” Janich said. “It’s a little blown out and a little cold, lately. Definitely big surf today. You have to be careful when you’re in the water.”But out-of-towners Benjamin Guffee and his children could not resist dipping their toes in the San Diego waters. “It’s in a pool back in St. Louis, so they’re not used to this,” Guffee said. With gusty winds, water temperatures in the mid-50’s and waves jumping onto the Ocean Beach Pier, access to the pier was closed off, disappointing some visitors.“It’s normally, open — a nice walk. You’ll have some vendors and people just kind of doing their thing,” Janich said. The high surf advisory ends Monday at 2 am. 1094

  

SAN DIEGO (KGTV)- Two San Diego families were devastated when their dogs disappeared. After days of searching, they found out their dogs were adopted by other families at local shelters. “I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, Cookie, has been missing since Halloween. “It’s been really hard. Life is not the same without him.”After searching day and night, the family got word Cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted. A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted. “We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila. The El Cajon Animal Shelter and the San Diego Humane Society have holding periods of four days for animals with no identification. Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point. That’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society. Both shelters told 10News they notified the adopters but the new families have decided to not return the animals. SAN FRANCISCO (AP) — Pacific Gas & Electric Co. power lines may have started two wildfires over the weekend in the San Francisco Bay Area, the utility said Monday, even though widespread blackouts were in place to prevent downed lines from starting fires during dangerously windy weather.The fires described in PG&E reports to state regulators match blazes that destroyed a tennis club and forced evacuations in Lafayette, about 20 miles (32 kilometers) east of San Francisco.The fires began in a section of town where PG&E had opted to keep the lights on. The sites were not designated as a high fire risk, the company said.Powerful winds were driving multiple fires across California and forcing power shut-offs intended to prevent blazes. More than 900,000 power customers — an estimated 2.5 million people — were in the dark Monday, nearly all of them in PG&E's territory in Northern and Central California.Southern California Edison had cut off power to 25,000 customers and warned that it was considering disconnecting about 350,000 more.PG&E is under severe financial pressure after its equipment was blamed for a series of destructive wildfires during the past three years. Its stock dropped 24 percent Monday to close at .80 and was down more than 50 percent since Thursday.The company reported last week that a transmission tower may have caused a Sonoma County fire that has forced nearly 200,000 people to evacuate.PG&E told the California Public Utilities Commission that a worker responded to a fire in Lafayette late Sunday afternoon and was told firefighters believed contact between a power line and a communication line may have caused it.A worker went to another fire about an hour later and saw a fallen pole and transformer. Contra Costa Fire Department personnel on site told the worker they were looking at the transformer as a potential ignition source, a company official wrote.Separately, the company told regulators that it failed to notify 23,000 customers, including 500 with medical conditions, before shutting off their power earlier this month during windy weather.Before a planned blackout, power companies are required to notify customers and take extra care to get in touch with those with medical problems who may not be able to handle extended periods without air conditioning or may need power to run medical devices.PG&E said some customers had no contact information on file. Others were incorrectly thought to be getting electricity.After that outage, workers discovered 43 cases of wind-related damage to power lines, transformers and other equipment.Jennifer Robison, a PG&E spokeswoman, said the company is working with independent living centers to determine how best to serve people with disabilities. 2789
