SAN FRANCISCO (AP) -- California wildlife regulators have postponed the start of the commercial Dungeness crab season to protect whales and sea turtles from becoming entangled in fishing gear.The Department of Fish and Wildlife announced Wednesday that it's pushing back the Nov. 15 start of the season to Dec. 1. SAN DIEGO, Calif. (KGTV): Drug enforcement experts in San Diego are warning about a new, deadlier opioid on the streets - Carfentanil."You've got Fentanyl, which is 50 times stronger than heroin. And then Carfentanil, which is 100 times stronger than Fentanyl," explains DEA Special Agent in Charge Colin Ruane.Carfentanil was originally created to be used as a tranquilizer on large zoo animals, like elephants. The FDA initially restricted it's manufacture to just 28 grams per year in the US.According to FDA Spokesperson Lindsay Haake, "The sponsor of Wildnil, a form of Carfentanil, voluntarily relinquished the approval for this potent analog of Fentanyl in March 2018, as it hadn’t been marketed in at least five years, and because the sponsor wanted to avoid any potential public health effects associated with diversion of the drug if marketed in the future."It only takes .02 mg of Carfentanil to cause a deadly overdose in humans. That's about the same size as a couple grains of salt."The fact that it's as potent and deadly as it is, and we don't know when it's going to show up or where it's going to show up is of most concern," Ruane adds.There are currently two cases involving Carfentanil working their way through Federal Court in San Diego. In one, a dealer was caught with 1.77 grams of the drug. In another case, search warrants related to overdose deaths in 2017 led to 20 people charged on 3 separate indictments.So far, only 3 people in San Diego have died from Carfentanil, all in 2017. But the DEA is still sounding the alarm."It's extremely dangerous to the public and that's what we want to get out there," says Ruane.He says drug makers are mixing Carfentanil in counterfeit pills. The fact that just a small quantity will produce a major effect makes it more profitable. Drug manufacturers are including it in pills they try to pass off as Oxycontin or Xanax.Experts say taking a pill like that is the same as playing Russian Roulette."If you're at a pill party and people are distributing pills, you have no idea what's inside," says Assistant US Attorney Sherri Hobson. "Why would you take something when you have no idea what's inside?"Ruane says that most of the illegal pills are made in back rooms, bathrooms, warehouses or other labs with no quality control. That makes them more dangerous because there's no consistency between what's in each pill."You could have two people, they take the same kind of pill from the same batch, and one person is fine while the other one dies," he says.He says the safest thing to do is avoid any pills when you don't know their source."If you're not under treatment from a doctor and you haven't gotten the pill from a legitimate pharmacy, don't take it. SAN DIEGO, Calif. (KGTV) - As protesters gather across the country to spread the message that black lives matter and there is a problem of police brutality against black people, not everyone is ready to join in the marches, but there are other ways to help the combat racism. “To make change, to build a movement, it takes all sorts of action. Everyone doesn’t need to go in the streets,” said Dayo Gore, UCSD Associate Professor in Ethnic Studies and Critical Gender Studies. While many have said they want change both verbally and through social media, she said people of color want that support to be taken to the next level. “This is not enough, your apology is not enough, feeling sorry is not enough, feeling my pain is not enough, I need some actual real change,” she said. To get that real change, people can use their voting powers to elect officials who will be an advocate, which is a point President Obama made in a publication addressing how people can make a difference in combating racism. He also noted that when making demands for officials, be specific with what you’re asking so it’s harder to ignore. Gore emphasized that point, citing specific examples of room for change in the San Diego community. She suggested a community review board that’s independent of the police department to review activity and oversee actions taken by police. She also said funding within the police department could be reevaluated. “Funding other things that will make communities more viable and able to survive, instead of simply policing communities,” said Gore. She also said in order to help get rid of racism, it’s important to first acknowledge there is an issue and educate yourself. “It starts with understanding what the problem is, and then figuring out where you best can raise your voice,” she said. She said another active step to take is speaking up among peers if someone says something racist, even if it’s uncomfortable. “When you’re hanging out with friends, do you say something when people say things racist or make assumptions based off the color of their skin?” she questioned. Gore also suggested people find groups in the community to both follow and support financially. San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here.
