BEIJING, Feb. 20 (Xinhua) -- A total of 53.36 million Mu (about 3.56 million hectares) of crops in China had been affected by severe drought by Saturday, said the Office of State Flood Control and Drought Relief Headquarters. The drought, mostly in China's southwestern provinces including Yunnan and Guizhou, had damaged crops and caused water shortage to both people and livestock.In Yunnan, the worst drought-stricken province, up to 31.48 million Mu of crops had been affected, with 11.53 million Mu seriously damaged and 6.16 million Mu destroyed. About 5.97 million people and 3.59 million livestock are suffering from water shortage.A farmer walks on the cracking bottom of a pond in Shilin County, southwest China's Kunming City, Feb. 2, 2010The drought had also started to affect China's northern regions, as several northern provinces had not seen rainfall for nearly 40 days with signs of drought showing up in farmlands.The Office urged authorities in drought-hit areas to step up efforts in fighting drought and ensure water supply for people and agricultural uses.It would also seek financial support from the National Development and Reform Commission and the Ministry of Finance to ensure water supply and improve irrigation facilities for the drought-stricken population, said the Office.About 640 million yuan (93.7 million U.S.dollars) had been allocated with 8.95 million people and 150,000 water trucks mobilized to fight the drought as of Saturday, watering 8.14 million Mu of crops and providing temporary water supply to 6.76 million people and 3.33 million livestock, data from the Office showed. BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

SINGAPORE, Feb. 16 (Xinhua) -- Singapore's Senior Minister Goh Chok Tong said on Tuesday that China will become even more important globally and Singapore must find opportunities to ride on China's growth.Speaking at the Business China spring reception on Tuesday night, Goh said that China has over the past year weathered the global economic downturn with exceptional resilience.Despite shrinking external demand and rising unemployment, China's timely and bold policy responses have enabled its economy to grow at a sizzling 8.7 percent last year, he said, adding that China is now reinforcing its role as the engine for growth in Asia, if not the world.Goh said that the city state recognized China's potential early, soon after China began to open up its economy in 1978.Because of the early efforts made by the Singapore government and Singaporeans, China is today the city state's third largest trading partner and top investment destination, Goh said.As for riding on China's growth, Goh said that the Singapore government will help its companies gain an even stronger foothold in China, and continue to catalyze business opportunities in China.The seven provincial-level business councils, as well as other high-level dialogues and platforms, help open opportunities for companies, reinforce the Singapore brand name and increase its mindshare in China, Goh said.

  

SHANGHAI, Feb. 15 (Xinhua)-- The luxury ocean liner Queen Mary 2 arrived at the Port of Shanghai Monday afternoon, making its first port call in China since its maiden voyage in 2004.The world's reputed cruise carrying about 2,500 passengers and 1,200 crew arrived at the port at 1:30 p.m., and would stay for about 10 hours before leaving for Nagasaki, Japan.Queen Mary 2 was the largest luxury liner which ever made calls at the Port of Shanghai, marking the beginning of a peak of cruise arrivals at the host city of the 2010 World Expo.Shanghai immigration officers had flown to Hong Kong, the previous destination of the cruise, to ensure that all passengers on board could go through necessary customs procedures earlier."So visitors on the ship would have enough time to have a peek of Chinese Lunar New Year's celebration in Shanghai," an immigration official said.Queen Mary 2 is one of the world's largest, longest and most expensive luxury liners, which cost two years and one billion U.S. dollars to build.The ship is 345 meters long, 72 meters high, and 41 meters wide with a cruise speed of 30 knotsThe cruise is owned by the cruise line conglomerate Carnival Corporation.
