The man authorities believe is the Golden State Killer will face yet another murder charge, authorities said Monday.Joseph DeAngelo, 72, will be charged with the 1975 murder of Claude Snelling, with a special allegation of the use of a firearm, according to Stuart Anderson, spokesman for the Tulare County, California, district attorney's office.DeAngelo has already been charged in 12 killings, including the 1978 deaths of Katie and Brian Maggiore. Police say he committed a series of killings, rapes and other crimes attributed to the so-called Golden State Killer, also known as the East Area Rapist and the Original Night Stalker.The Visalia Police Department and officials with the district attorney's office will hold a news conference Monday to give details about the latest charge.Claude Snelling was shot and killed in September of 1975 as he charged at a masked man who was trying to abduct his daughter from his home, according to the Visalia Times Delta.Authorities said the Maggiores were killed after possibly spotting the Golden State Killer as they walked their dog near a home in Rancho Cordova, California, outside Sacramento. The complaint alleges that DeAngelo shot the couple using an "unknown caliber firearm."DeAngelo appeared in court in late April in a wheelchair, but didn't enter a plea to the charges of murdering the Maggiores.Decades after the killings terrified communities throughout California, authorities tracked down DeAngelo using data from an ancestry website where people submit their DNA results in hopes of tracking down relatives and ancestors.DNA from a crime scene was matched to genetic material from a relative who was registered on genealogy sites, and authorities later obtained a discarded sample of DeAngelo's DNA.DeAngelo, a former police officer, Vietnam veteran and mechanic, was a reclusive neighbor in Citrus Heights, a town about 16 miles northeast of Sacramento, according to residents. 1953

  

The Indianapolis 500 will be held without fans in attendance on Aug. 23 due to escalating concerns over the coronavirus pandemic in Marion County, the Indianapolis Motor Speedway announced Tuesday.It will mark the first time in the 109-year history of the Indy 500 that it will be run in front of empty stands at the 2.5-mile oval track.“As dedicated as we were to running the race this year with 25 percent attendance at our large outdoor facility, even with meaningful and careful precautions implemented by the city and state, the COVID-19 trends in Marion County and Indiana have worsened," a news release from IMS said.First held in 1911, the Indianapolis 500 is the largest single-day sporting event in the world with approximately 350,000 people annually packing the track's grandstands and infield to watch "The Greatest Spectacle in Racing." Running the race without fans prevents the seventh cancellation in Indy 500 history. The race was not held in 1917-18 during World War I, and from 1942-45 during World War II.In late March, IMS leaders rescheduled the race from May 24 to Aug. 23. Officials said on June 26 that Indy 500 attendance would be limited to no more than 50%.That number was further decreased on July 22 when plans were scaled back to host the race at 25% capacity. Face coverings would be required, and the Speedway released an 88-page health and safety plan that provided guidelines and protocols for how the race would be run in 2020.Even at 25% capacity, the race would have been the largest event held in the United States since the beginning of the coronavirus pandemic.IndyCar and IMS owner Roger Penske previously said he wouldn't run the race without fans, but the realities of the pandemic prevailed.“We need to be safe and smart about this,” Penske told the Associated Press. “Obviously we want full attendance, but we don’t want to jeopardize the health and safety of our fans and the community. We also don’t want to jeopardize the ability to hold a successful race.”In a news release, IMS said in the weeks since the June 26 announcement of 50% capacity, the number of COVID-19 cases in Marion County has tripled while the positivity rate has doubled."We said from the beginning of the pandemic we would put the health and safety of our community first, and while hosting spectators at limited capacity with our robust plan in place was appropriate in late June, it is not the right path forward based on the current environment," the release said.How fans will be impactedThe announcement of no fans on race day also means all on-track activity during the month of August, including practice and qualifications, will be closed to the public. The first practice will take place on Aug. 12.Fans who still have tickets to the 2020 Indy 500 will be credited for the 2021 race and retain their seniority and originally assigned seats.Additionally, as announced in July, the race will be broadcast live on TV in Central Indiana for the first time since 2016.State and city leaders react to Speedway's decisionIndiana Gov. The number of unauthorized immigrants in the US continued to decrease in 2016, a trend that started in 2007, according to a new report from Pew Research Center. Eleven years ago, there were around 12.2 million undocumented immigrants in the US (up from 3.5 million in 1990) while Pew's most recent report estimates there were around 10.7 million living here in 2016, the lowest estimate in a decade.Among the countries with the most immigrants in the US, the biggest decrease in undocumented immigrants was from Mexico. In 2007, around 6,950,000 unauthorized Mexican immigrants were living in the US. That figure was down to 5,450,000 in 2016. In 2012, specialists from Pew wrote in an opinion piece for CNN that Mexican immigration had decreased in the US due to a number of reasons including the weak US economy, heightened law enforcement on the border, Mexico's recession from 2008 to 2009, and a decline in Mexican birth rates.Jeffrey S. Passel and D'Vera Cohn of Pew wrote back then, "What caused the big immigration wave to stop? We think that many factors were at work, on both sides of the border. We cannot say how much of a role each of them played in tamping down migration to the United States and setting up the large reverse flows, but they all seem to have had an impact."In the new 2016 figures, the countries with the most unauthorized immigrants (besides Mexico) have remained steady in their numbers since 2007, with the exception of increased immigration from El Salvador, Guatemala, Honduras, and a slight increase from the Dominican Republic.Related: How bad is it in the countries families are fleeing? This badBetween 2012 and 2017, El Salvador, Honduras, and Guatemala were in the top five for countries whose immigrants were most likely to be denied asylum -- between 75% and 79% of applicants were denied. On average, applying for asylum can take around six months, and even then, the decision may not be finalized.As the number of unauthorized immigrants has gotten smaller, the length of time they've spent in the US, on average, has risen. The median number of years for adult unauthorized immigrant to have been in the US was 14.8 years in 2016, up from 7.1 years in 1995. Two-thirds of undocumented immigrants in 2016 had been living in the US for more than 10 years, up from only 35% in 2005.Pew's estimates for the unauthorized immigrant population living in the US is based on data from the American Community Survey or the Current Population Survey that provides the number of foreign-born residents and the number of estimated legal immigrant population.
