TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. The ARATS held the banquet to express its thanks to SEF and the people who had worked for the talks between the two organizations    SEF chairman Chiang Pin-kun said negotiations between the ARATS and SEF had helped sign 12 agreements and reach one consensus between the mainland and Taiwan, all of which were aimed for peace and economic prosperity of both sides.     He called on the two sides to overcome difficulties with wisdom.     During Tuesday's meeting, the ARATS and the SEF signed three agreements on farm produce quarantine, the cooperation in standards measuring, inspection and certification, and on cross-Strait employment of fishermen.     "All the topics we choose to discuss are closely related to the interests of people," said Chen Yunlin at the opening of the talks. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

BEIJING, Nov. 9 (Xinhua) -- China will raise gasoline and diesel prices both by 480 yuan (70.28 U.S. dollars) per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced on its website Monday.     The benchmark price of gasoline will be 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.     The retail price of gasoline will climb by 0.36 yuan per liter and that of diesel will rise by 0.41 yuan per liter.     The country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than four percent over 22 straight work days. The price hike can help relieve domestic refiners' pressure from soaring oil refining cost," said Wang Jing, an analyst on petrochemical sector with Orient Securities Company Limited.     The price hike was aimed to protect oil refiners' interests, ensure market supply and help lead rational consumption to promote energy-saving and emission reduction, the NDRC said.     The NDRC would take active measures to help reduce pressure brought to sectors like transportation, the NDRC said.     International crude oil price might continue to rise within this year as demand would continue to grow amid global economic recovery, Wang said.

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.
