LAKESIDE, Calif. (KGTV) -- A 16-year-old died following a solo-vehicle crash in Lakeside late Saturday night. According to California Highway Patrol, the crash happened on Willow Road around 10:45 p.m. Saturday. CHP says the vehicle appears to have been traveling at “a high rate of speed” when the driver lost control, veered off the road and hit a large tree. Three passengers in the vehicle also received injuries ranging from moderate to major. Monday night, friends confirmed with 10News that a second teen, with major injuries, was taken of life support and his organs were donated to help save other lives. Friends identified the teens as Justin Kyte and Isaac Culkin, both 16-years-old.According to CHP, the right front passenger, a 16-year-old boy, was taken to the hospital with major injuries. The two other passengers, a 16-year-old boy and 16-year-old girl were taken to the hospital with moderate injuries. A GoFund Me is set up for one of the teens. If you'd like to donate, click here. A vigil for the two boys is scheduled for Saturday at the accident site at 13664 Willow Rd in Lakeside from 4:30- 6 p.m. All four teenagers are current or former El Capitan High School students. KIDS IN QUARANTINE"2020 was rough for everybody," said Las Vegas mom Danielle Willard.She and her husband Benjamin have been fortunate enough to keep their jobs, but their family is still feeling the effects of the pandemic. Their kids are currently quarantined after being exposed to COVID-19, and the family knows they're not alone."Thousands of families go through this in Clark County every day," said Danielle.BIGGER THAN ALL OF USThen there are millions of others around the world. Something their whole family is well aware of thanks to the internet and social media."The kids are now realizing this is global. It's huge. It's bigger than all of us," said Benjamin.MONEY WAS FLYINGSo the Willards are doing things a little different this Christmas."Looking back at everything we bought for the kids in previous years, it was almost like money was flying and they didn't understand the value behind it and where it came from," said Danielle.STOP & THINKSo mom and dad came up with a reasonable budget and gave the kids very specific categories for Christmas gifts: things you need, things you want, books and clothes."We had to help them through the choice. What do you do most with your time? What are your hobbies?" said Benjamin."It makes them stop and think, what's really important to them," said Danielle.HELPING OTHERSThey also added a spot for giving something to someone less fortunate."They were extremely excited to be able to help, especially when we explained not everybody's in the position we are," said Danielle.The Willards say this year's wish list is saving them a lot of money while helping them to reflect on what's important and counting their blessings.NOT BUYING AS MANY GIFTS"There are families that won't have a Christmas at all," said Danielle.Some people may feel an extra emotional burden from not being able to buy as many gifts for loved ones this year, but Psychotherapist Caitlin Carmody says there are other options."There are so many different ways we can show people love and affection. LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136

(CNS) - The La Mesa Police Department will resume parking regulation enforcement citywide starting the second week of November.La Mesa suspended the issuing of parking tickets on March 17 due to the ongoing coronavirus pandemic.Starting Monday, Nov. 9, La Mesa police will issue written citations for vehicles parked in violation of posted street sweeping routes, metered parking restrictions, curb time limits, commercial zones and 72-hour parking limits.The city of San Diego temporarily suspended parking enforcement on March 16, limiting enforcement to holiday or Sunday regulations only. San Diego resumed parking regulation enforcement citywide on Oct. 15. 686
