SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. In December 2019, the city finally moved workers in, only to vacate them a month later when the county detected traces of asbestos.The building was purchased by the city in 2016 in an approved lease-to-own agreement valued at million.RELATED: City leaders vote for updates on 101 Ash Street as costs mountLast month, a letter obtained by ABC 10News showed the city was considering proposals for additional services including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building. It appears you have documents that are not final and should not be treated as such."In August, City Council leaders voted 5-4 to request monthly updates on the status of the building and costs for several next steps options by Mayor Kevin Faulconer's office, including putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely. Southwest Airlines opened its flight schedule Wednesday for once-daily service out of San Diego. The flights travel to Kahului, Maui, starting Apr. 14, 2020. Flights to Honolulu begin Apr. 20, 2020, Southwest reports. Fares as low as 9 each way will be available on both routes for travel between Apr. 14 and June 4, 2020, according to the airline. The tickets must be purchased Oct. 30. "We're grateful for the steadfast loyalty of our San Diego Customers and we're adding a Southwest heading to their compass of nonstop options," said Andrew Watterson, Executive Vice President & Chief Revenue Officer for Southwest Airlines. SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents.The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics.The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

The increase in nearly 2 million travelers also means longer delays.
