BEIJING, Feb. 18 (Xinhua) -- In the next five years, China will further expand the coverage of its basic medical insurance system and ease the cost of medical services, Health Minister Chen Zhu said Friday.Chen made the remarks while addressing a meeting for the reform of the health care system.The medical expenditure that shouldered by individuals had been cut to 38.2 percent of China's annual overall spending on medical services in 2009, down from 60 percent in 2001, thanks to increasing government funding support for the measure, said Chen.He said the country is striving to bring down the ratio to below 30 percent by the end of the country's 12th five-year plan period (2011-2015).China is steadily pushing towards the implementation of a basic medicine system which aims to ensure affordable access to essential drugs for patients, Chen said.In the areas already covered by basic medicine system, the average price of basic medicine has dropped by around 30 percent, Chen added.He said that the reform of government-run hospitals, which is key to ensure that the masses gain universal access to basic health care services, must be undertaken.In 2011, more measures will be made to restructure the distribution of public hospitals, reform government-run traditional Chinese medical institutions and support building and developing hospitals in county-level regions, Chen said.

HARARE, Feb. 9 (Xinhua) -- The two-day visit to Zimbabwe by Chinese Foreign Minister Yang Jiechi starting Thursday is an endorsement of relations between the Southern African country and China, local figures told Xinhua.Former Zimbabwean ambassador to China Chris Mutsvangwa said in an interview on Tuesday that Yang's visit will also boost economic relations between the two countries."The visit of a foreign minister is a big banner announcement to say that relations between Zimbabwe and China are reaching for a new level," he said."This is a visit which will mark a new diplomatic high watermark in Zimbabwe's international relations because to get the visit of an important and emerging super-power like China with such economic clout is a big vote of confidence on the part of Zimbabweans who have been pummeled by sanctions" imposed by the West.Yang, who will make the visit at the invitation of Zimbabwean Foreign Minister Simbarashe Mumbengegwi, is scheduled to meet President Robert Mugabe and other senior government officials.Mutsvangwa said the Chinese veto at the United Nations in 2008 was "a landmark diplomatic decision where it basically saved Zimbabwe from punitive sanctions instigated by an irate and sulky former colonial power.""So, now this visit will give an opportunity for Zimbabweans tofinally thank China for this act. The forth Airbus A340 plane with 275 evacuees on board took off from the Malta International Airport at about 08:40 p.m. local time (1940GMT), bringing the total number of Chinese nationals back home from Malta to 2,223.The flight CES 266 with 275 Chinese nationals on board flew to Beijing while the other three will land in Shanghai, according to Chinese Embassy in Malta.Three chartered flights are expected on Tuesday, the embassy said.In the past 48 hours, three chartered cruise ship with 4,800 Chinese evacuees have reached Valletta, capital of Malta.

BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.
