SAN DIEGO (KGTV) -- San Diego leaders returned from their trip to Mexico City on Wednesday night. The three-day trip focused on building stronger border relations. The trip comes a week after President Trump threatened to close the border if congress didn't come up with an immigration deal or if Mexico didn't stop migrants heading north. The delegation included San Diego and Imperial Beach mayors, Kevin Faulconer and Serge Dedina and former mayor Jerry Sanders. Several city council members from various cities also attended meeting with top Mexican officials. A big topic of conversation was the ongoing Tijuana sewage issue. Impeiral Beach Mayor, Dedina, says the conversations were positive and promising. Dedina says plans to fix the issue include reapairing the water plant that's currently spilling the sewage, taking all of the water out of the Tijuana River Valley and putting an earth-fill dam on the Mexican side to stop the sewage from getting to the beaches. SAN DIEGO (KGTV) -- At least five food handlers have tested positive for COVID-19 -- four restaurant employees and one grocery store employee, according to San Diego County health officials.County Supervisor Nathan Fletcher said Sunday that the grocery store alerted county officials and followed sanitation protocols before reopening the store.Fletcher also stressed that there is no evidence of COVID-19 association with food, citing the U.S. Centers for Disease Control and Prevention guidelines.MORE: SAN DIEGO COUNTY COVID-19 TRACKER"If you have a sick worker, they must stay home," Fletcher said. SAN DIEGO (KGTV) - A big rig blew a tire and veered across all lanes of southbound Interstate 15 at Carmel Mountain Road Thursday afternoon, leading to a Sig Alert on the freeway. The flatbed truck lost its front left tire about 2:20 p.m., the California Highway Patrol reported. The driver lost control and hit two cars before crashing into the center divider. One of the cars hit an SUV, and was knocked over the freeway rail into the HOV lanes.The CHP reported debris on the freeway from the crash, including fuel leaking from the truck. One injured person was taken to Palomar Medical Center, City of San Diego officials reported. Another driver had minor injuries.Check 10News traffic conditions The far left lane of I-15 and the right lane of the HOV section reopened at 5:45 p.m., according to the CHP. SAN DIEGO (KGTV) - A City Heights elementary school was placed on lockdown Wednesday morning following reports of gunfire in the area.San Diego Police responded to the call of shots fired near Colina del Sol Park at 5319 Orange Avenue just after 9:30 a.m. Wednesday.Fay Elementary - located across the street from the park - was placed on a precautionary lockdown, according to police. The lockdown was lifted within an hour.Two individuals were detained following the reports, but police did not confirm whether they were associated with the shooting. Police did say they are searching for one more individual.Police recovered shell casings at the scene, but would not say how many were recovered. No injuries have been reported.SDPD officers were on the scene Wednesday afternoon investigating.  840

SAN DIEGO (KGTV) — A coalition of groups protesting how law enforcement officers use force says it plans to launch a recall effort against San Diego District Attorney Summer Stephan in 2019."You're going to see us all over this county," said Oletha Wade-Matthews. "We're not going anywhere until we see justice, or get you out of office."Around one dozen people gathered Downtown Tuesday to speak at a San Diego City Council meeting, then hold a press conference.
