SAN DIEGO (KGTV) - The preliminary hearing got underway Wednesday for a case that saw the California Highway Patrol reverse course on blame months after a deadly wrong-way crash.Lauren Freeman appeared in court almost a year to the day of the deadly wrong crash on the transition ramp between I-5 and I-8 near Old Town about 2 a.m. Justin Callahan, 35 , who was driving a Volkswagen Jetta, died at the scene, while Freeman and her passenger in a Toyota Camry suffered serious injuries in the crash.The CHP initially thought Callahan was driving the wrong way, eastbound in the westbound lanes, but family members told 10News it didn't make sense because he should have been heading to Ocean Beach from the South Bay after work, and not away from it. After a more thorough probe, investigators determined it was Freeman who was driving the wrong way and driving under the influence. Officers arrested her in November on charges including murder and vehicular manslaughter while intoxicated."We're just hoping for justice. The truth came out through the CHP and now we have the justice system to go through," said Tommy Villafranca, Callahan's brother.On the stand, one witness says he was driving on I-8 headed toward Sunset Cliffs, when he and his passenger saw a light-colored 4-door car race past him going the wrong way."I was in the car ... noticed headlights coming in my direction. You see it and by the time it registers, it drove past me ... it was crazy," said Valentino Asuncion IV.10News reached out to a contingent of Freeman's supporters, who declined to comment. SAN DIEGO (KGTV) — The twists and turns of the coronavirus pandemic have been especially hard on Little Italy's Civico 1845 restaurant."We're counting pennies every day," owner Dario Gallo says. Gallo couldn't get a stimulus Paycheck Protection Program loan and now, it's illegal for him to have guests eat indoors."There's been the moment, earlier in the previous month where things were changing day after day with new regulations," Gallo says. Like all restaurants in the county, Gallo had to figure out how to survive.To do that, he's making full use of the space outside his India Street restaurant, both in the piazza to the side of the building and on the street in what's called a Parklet. He's back up to 85% capacity."We are of course fighting, day after day after day," Gallo said. The city says it's doing all it can to make it easy for restaurants and businesses to move outside, even waving fees for a lot of temporary parklet permits and turning them fast. Still, there are more applications coming. The city said Thursday nearly 250 businesses have the green light to move outside, with another 33 permits in the queue.Marco Polo Cortes, a hospitality consultant who helps businesses apply, including Civico 1845, says he's never been busier."This is their lifeblood. They are either out on the parklet, on the sidewalk, or not open for business," Cortes says. SAN DIEGO (KGTV) — Thursday night, the State Board of Education voted to decline the renewal charters for all four Thrive Charter Schools in San Diego. They explain the test scores are too low and keep dropping. The vote technically didn't carry because the board needs six votes to pass any motion. The vote Thursday night was four to two, not all members were present for the vote. If the schools are forced to shut down, nearly 1,000 students would have to look for new schools at the end of the school year. She tells me this is her daughter's first year, "it's been a Godsend because I was so done with not being able to have LeLe brought up to her potential in the public schools". This school year, Buehler moved her daughter to Thrive and says she doesn't think the state board should shut the schools down solely based on that, "it's mind-blowing because this is going to change so many students lives, not the better, and it’s a shame that it's based on numbers on a paper when you actually see these are future leaders in our community."Meanwhile, some parents have already contacted the San Diego Unified School District to enroll their children for next year. The District Operations Support Officer, Marceline Marques, tells 10News, "in the past 24 hours, we've already placed 60 students throughout the district from Thrive".
