A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A man wearing what police called a "Halloween costume" with live ammo draped across his chest was detained on the UCF campus on Tuesday. UCF Police responded to a classroom for reports of a suspicious person. When they arrived, they found the man wearing a Halloween costume that included real live ammunition. The man was detained, interviewed and let go after police determined he was just wearing a costume and there was no criminal intent behind his costume.Police say he told them he was dressed as "the Terminator" and he was very forthcoming with the situation, answering all questions asked. During a press conference on Tuesday, police said they only received one call from a third-party about the man wearing the live rounds and that was very alarming to them. They want everyone to say something when they see something questionable. "We were surprised by only one call," said officials.
