SAN DIEGO (KGTV) - San Diego County area schools announced closures this week due to a Santa Ana wind event leading to safety-related power outages.The San Diego County Office of Education announced the following district closures for Thursday, Oct. 31:Dehesa School DistrictJulian Union High School DistrictJulian Union School DistrictMountain Empire Unified School DistrictRancho Santa Fe School DistrictSpencer Valley School DistrictVallecitos School District Valley Center-Pauma Unified School DistrictSan Pasqual Academy was also shut down.Schools in Vallecitos School District were supposed to shut down Friday but announced they would be operating due to power restorations, according to the SDCOE.All San Diego area schools are expected to be open Friday, the SDCOE tweeted. 790

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. Mayor Faulconer said active sports at the beach are still banned as well."We're continuing to make meaningful progress as we continue to reopen across San Diego," Faulconer said.This week, county beaches allowed visitors to sit, sunbathe, and relax on the sand, in addition to passive activities like walking and running.Ocean activities, like swimming, surfing, kayaking, and paddle-boarding continue to be allowed. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help identifying a suspect in several Mission Valley vehicle burglaries. According to police, three separate vehicles were burglarized in a parking garage on the 2200 block of Camino de la Reina on August 16 between 2 and 5 a.m. Surveillance video captured the suspect using a flashlight to look into several vehicles in the garage. The suspect then broke into the vehicles by shattering windows, taking miscellaneous items, police say. The suspect is described as a white male with a medium build last seen wearing dark colored, framed glasses, a black t-shirt with a white image on the front, blue jeans and black and white tennis shoes. He was also wearing a backpack, police say. Anyone with information is asked to call San Diego Police at 858-495-7957 or Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) — San Diego Humane Society officers rescued 21 cats living in filthy conditions in a South Bay home on Tuesday.SDHS said Wednesday officers were working to recover more from the home.The cats were recovered from the home and are suffering from a range of health conditions, including malnutrition, fleas, upper respiratory infections, and some eye traumas that were left untreated. Wednesday, one of those cats was scheduled to undergo emergency eye surgery.Humane Society staff say the cats will be cared for at the shelter but did not say whether they would eventually be offered for adoption.SDHS did not say whether charges were being filed against the homeowner. 692

  

SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. The goal: Create a safer world."If we can drive our solutions through transparency and through accurate data, then we are all better off," Stephan said. 2199
