Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons. The state will instead create an Office of Youth and Community Restoration and send grants to counties to provide custody and supervision.Several other measures that would have sought further reforms did not make it past the closing hours of the legislative session last month, including efforts to release police misconduct records, require officers to intervene if they see excessive force, limits officers' use of rubber bullets and tear gas, and end the careers of officers who commit serious misconduct.The Associated Press contributed to this report. 1886

(KGTV) - For the third year in a row, babies were born too soon, a sign that the health of mothers and infants is worsening, according to March of Dimes.The statistics recently released by the Centers for Disease Control and Prevention revealed the preterm birth rates rose to 9.93 percent in 2017, up from 9.86 in 2016.The rate marks the third consecutive increase after seven years of decline, according to the CDC. The new figures showed the rate increased among non-Hispanic black women and Hispanic women, and remained unchanged among non-Hispanic white women.RELATED: Number of babies born in the US dropped to a 30-year low"Moms and babies are facing an urgent health crisis in this country," Stacey Stewart, president of March of Dimes, said. "Preterm birth and its complications is the greatest contributor to the death of babies before their first birthday and a leading cause of lifelong disabilities."The fact that more and more families are being affected by preterm birth is troubling."Steward noted that racial and ethnic differences may play a role in preterm birth."Nearly 400,000 babies - about 1 in 10 - are born preterm each year. And while the preterm birth rate has been increasing among all racial and ethnic groups, some have been hit harder than others," Wanda Barfield, Director of the Division of Reproductive Health at the CDC."Now is a pivotal time to do more for those at greatest risk," Barfield added. 1471

(KGTV) - KGTV and Team10 have launched the Transparency Project to allow the public to view case files from San Diego County over the past 10 years where officer involved shootings and law enforcement misconduct cases were investigated. For many of these cases, the officers were cleared of wrongdoing. Others resulted in officers being reprimanded, fired or even charged criminally --- but all of these cases resulted in community reactions. Transparency Project Database: Search officer-involved shootings, law enforcement misconduct casesThese case files were released after Senate Bill 1421 went into effect on January 1, 2019. It requires California law enforcement agencies to make internal reports for officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault available to the public. You can view the cases that have been released by the police agencies here. The project includes a searchable database, where you can find cases by the name of the officer involved, the name of the victim/suspect, the department and much more.
