(KGTV) -- The first major storm of the season moved into San Diego County Friday and is expected to bring cool and rainy weather to the region.According to the National Weather Service, the storm could dump as much as an inch of rain along the coast. Other parts of the county could see up to four inches of rain.Accompanying the rain are much cooler temperatures, set to trend 10 to 20 degrees below normal.RELATED: Check today's forecast in your areaIn addition to rain, the area surrounding Palomar could see up to an inch of snow with Mt. Laguna expected to receive up to two inches, the National Weather Service says.Windy conditions are expected to sweep through San Diego County’s mountains and deserts, sparking a wind advisory through Sunday night at 10 p.m.Meanwhile, along the coast, a high surf advisory has been issued as waves up to four to nine feet are expected. (KGTV) - When it comes to lifting up someone in need and changing lives, it only takes one person to make a difference. Owning a busy auto repair shop in Vista isn’t enough for TJ Crossman. Life hasn’t always been easy for him as a cancer survivor, widower and single dad. Four years ago, Crossman discovered ‘Wheels to Prosper’, a nationwide collective of independently owned auto shops that fix up cars and give them away to people in need. Crossman put out the word on social media and applications came pouring in. “I’ve heard about people with cancer, elderly, homeless and want to live in the car,” Crossman said. Applications came pouring in. “It catches on; it’s infectious,” said Crossman. Last year a car was awarded to 19-year-old Matthew Haynes, a heart transplant recipient who spent months in the hospital. “When I learned i won, it was overwhelming. It was great,” said Haynes. “I loved the stereo, the trunk, the seats; I love the whole car.” Two years ago the Tapia family was selected. Their daughter has a rare genetic disorder and needs to be driven to Rady Children’s Hospital on a regular basis. The family car had broken down and ignited on the side of the road. “When we were blessed with this it was an amazing feeling. I know I broke down and cried,” said Michelle Tapia. Haynes and Tapia are grateful to Crossman, who they describe as thoughtful and caring. “It’s just a blessing that a guy like him is around to give reassurance to those who have lost hope,” said Haynes. 1507

(KGTV) -- The National Transportation Safety Board ruled Tuesday that the lack of adequate oversight by Truth Aquatics Inc. led to a boat fire that killed 34 people off Santa Cruz Island last year.San Diegan Nicole Quitasol and four of her family members were among the 34 killed in the September 2019 blaze.The NTSB said Tuesday that the fire aboard the Conception diving boat is one of the deadliest maritime tragedies in the United States.“The message is clean up your act, follow your procedures,” said board chairman Robert Sumwalt while speaking about Truth Aquatics Inc.The investigation revealed the 33 passengers and one crewmember killed were in the bunkroom and unable to escape before being overcome with smoke.Investigators told the NTSB some of the victims had on shoes, indicating that they were awake and trying to get out at the time of the fire.Smoke inhalation was listed as the cause of death for all victims.All 34 were two decks below the area where five crewmembers were asleep in the upper deck. The five crewmembers survived.The NTSB agreed on 18 key findings in the investigation, including that the lack of required roving night watchmen and lack of smoke detectors in the salon area of the boat delayed the detection of the fire by crew members, leading to the high number of fatalities.While the fire's exact cause was not determined, the NTSB said it could have possibly been caused by charging electronics and lithium-ion batteries.As a result of its investigation, the NTSB made ten new safety recommendations for the U.S. Coast Guard and others in the industry. Some of the recommendations including a requirement that all newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces and that the vessels provide a secondary means of escape into a different space than the primary exit so that a single fire should not affect both escape hatches.“The recommendations that we’ve issued today if implemented that’s the key, if implemented, would reduce the risk of future passenger vessel fires going undetected it would ensure that escape routes exit to different spaces improving the chances for survival for passengers and crew,” said Sumwalt. 2229
