SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. SAN DIEGO (KGTV) — San Diego County has served Pacers Showgirls International with a cease and desist order in violation of health orders days after San Diego Padres outfielder Tommy Pham was stabbed outside the strip club.The county's letter says the Midway District strip club was allowing "live entertainment," like exotic dancing, "in violation of the Order of the State Health Officer and County Order of the Health Officer and Emergency Regulations."Under the county's current tier for California's pandemic guidance, San Diego County restaurants are allowed to operate outdoor in-person dining and indoor in-person dining at 25% capacity, but live entertainment is not allowed.The county's letter says if the strip club doesn't suspend its entertainment, it can receive a misdemeanor citation and ,000 fine for each violation. The facility could be ordered to close as well.The order says the violations were reported after Pham was stabbed in the parking lot outside the strip club on Sunday night.San Diego Police said Pham was involved in an altercation. SAN DIEGO (KGTV) -- San Diego County Fire is offering some residents key safe boxes that allow first responders to gain access to homes in emergency situations, County News Center reports.The boxes, called KnoxBoxes, are installed on or near the front door and can only be opened by local firefighters responding to life-threatening emergencies, the county says.County Supervisor Dianne Jacob says the program fulfills an urgent need.“For older folks with chronic health conditions or in need of help with basic activities, KnoxBoxes can be a lifesaver,” said Jacob. “These devices can also provide some peace of mind in a region where wildfire is a year-round threat.”County Fire received a federal grant to help purchase 200 boxes. The county plans to loan the boxes to residents in rural communities.So far, the county says it has received 70 applications. SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527
