Hui Liangyu urged local government to pay more attention to improve people's living conditions during reconstruction in the quake-hit Yushu.Hui said the reconstruction must be carried out strictly according to the plan, while calling for a timely allocation of sufficient government funds.He called on builders, mainly from other parts of China, to aid the reconstruction efforts.Under the approved plan, reconstruction in the quake zone will be mainly funded by the central government.Related central ministries and departments must step up supervision and inspection to ensure no violations of regulations occur, Hui said.According to Hui, the State Council had decided to replace the quake relief and disaster control headquarters, set up one day after the Yushu quake, with a new office which will be charged with coordinating and guiding the reconstruction.The new office will be led by Zhang Ping, chairman of the National Development and Reform Commission.

ZHOUQU, Gansu, Aug. 15 (Xinhua) -- Amid sirens and blaring horns, people across China Sunday stood in tribute to victims of a massive mudslide in a remote northwest town.Chinese leaders, students, workers and members of the public paused for three minutes from 10 a.m. Sunday, a week after the devastating mudslide hit Zhouqu County, in Gannan Tibetan Autonomous Prefecture of Gansu Province.At least 1,248 people have died and 496 are listed as missing.Chinese President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and other top Chinese leaders stood and paid silent tribute to the victims at the beginning of a meeting by the Standing Committee of the Political Bureau of the Communist Party of China Central Committee held in Beijing on Sunday morning.DEEP GRIEFAt the Dongjie Village in Zhouqu, more than 5,000 rescuers and villagers stood still on the debris of mudslide, bowing their heads in commemoration of those killed in the disaster.A huge black banner hung in front of the mourners, and wreaths lay on the ground. The white lettering on the banner read, "Mourning in deep grief for deceased compatriots of the Zhouqu massive mudslide.""I only feel sad as I stand on the debris of our homes," said villager Zhang Xiujuan."Although my husband, my son and I survived, I lost more than 30 relatives in the mudslide," she said.In Dongjie, two thirds of the families were buried when the mudslide struck. OTTAWA, June 24 (Xinhua) -- Visiting Chinese President Hu Jintao met Canadian Prime Minister Stephen Harper on Thursday for talks on the development of China-Canada ties.The two leaders are also expected to exchange views on major global and regional issues of common concern, said Chinese diplomats.According to the schedule, Hu and Harper will attend a signing ceremony of cooperation documents following their talks.Hu flew into Ottawa on Wednesday for a state visit to Canada.This year marks the 40th anniversary of the establishment of diplomatic relations between China and Canada.

BEIJING, July 6 (Xinhua) -- China has sent 15,603 soldiers to participate in 18 United Nations peacekeeping missions since 1990, an official of China's Ministry of National Defense said Tuesday.Of the total, nine soldiers died while on the missions, said Tao Xiangyang.As of the end of June 2010, there were still 1,960 soldiers deployed in UN peacekeeping missions in nine mission areas or working in the UN peacekeeping department, Tao said.Also on Tuesday, a group of 38 foreign military attaches to China, who were from 36 countries, visited a training center for peacekeeping soldiers in Huairou District, suburban Beijing.
