MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president.The Russian president is one of the last world leaders to congratulate Biden.The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed.In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. He’s been a strong ally of Trump and once suggested naming a military base “Fort Trump.”Duda received an endorsement from Trump in his own reelection campaign this year, with a last-minute invitation to the White House on the eve of the election. 1219

More than 117,000 Americans were in the hospital because of COVID-19 symptoms on Tuesday, the largest number of currently hospitalized people from the virus since the pandemic started, according to the Covid Tracking Project.Tuesday, December 22, was also the 21st consecutive day the number of people currently hospitalized with COVID-19 has been above 100,000 in this country. The second-highest day was Monday, with just over 115,000 people hospitalized.Several mobile field hospitals are being erected in California to handle the growing surge of COVID-19 patients.In California alone, state officials reported 700 new hospitalizations on Tuesday. Doctors and nurses say they are treating patients in hallways and parking lots because of the lack of space for more people.The California Department of Public Health reports there are 0% ICU beds available in the large Southern California region, including Los Angeles and San Diego, as well as the San Joaquin Valley region in the center of the state.The record high number of people in the hospital with a transmissible disease is straining medical facilities, as well as staff.Leaders around the country say they are increasingly worried about staffing levels at medical facilities. At a time when there are surges in patients needing intense care, there are staffing shortages and staff balancing quarantine measures. Because “hot spots” are popping up almost everywhere, there are not many doctors or nurses who are available to help other regions.California says they are in need of about 3,000 temporary medical workers to meet the demand. More members of the migrant caravan walked through the streets of Tijuana Tuesday morning, this time heading to the U.S. Consulate instead of the border.The group reached their destination at around 11 a.m. after a nearly two-hour trek. The migrants, who had police escorts, made it clear their intentions were peaceful.The group members held various banners as they marched, including one that read: “You got it wrong, Trump. We asked for jobs and you responded with weapons. That is not polite. If asking for work is troublesome, then I am totally confused. La Caravana.”A source said the migrants dropped off a petition asking the consulate to allow everyone in the caravan entry into the U.S. The migrants requested a response within 72 hours.Additionally, the migrants said they want the U.S. government to provide ,000 for their trips back to their respective home countries if they aren't allowed asylum in the United States.After delivering the petition, the migrants returned to their shelters.It is unknown what the migrants plan to do if they do not receive a response within 72 hours.The migrants’ journey to the U.S. Consulate came as President Trump reinforced his desire to build a wall at the U.S.-Mexico border.The president, during a Tuesday meeting in the Oval Office with Democratic leaders Nancy Pelosi and Chuck Schumer, said he was not afraid to shut down the federal governmentif billion in funding for border security was not approved.“I am proud to shut down the government for border security, Chuck. (KGTV) - National City Treasurer Mitchel Beauchamp is facing multiple charges of animal cruelty Tuesday, including unlawfully trapping skunks and opossums.Court records obtained by 10News indicate the San Diego County District Attorney’s office believes Beauchamp maliciously and intentionally maimed, mutilated, tortured, wounded and killed an animal.Beauchamp told 10News he had a pest problem. He invited our crew into his yard to show us the humane trap he had been using. He also showed the crew where animals were moving from the canyon into his yard.According to County Animal Services, residents are allowed to relocate skunks and possums within a mile from their homes using a humane trap. Experts say the best way to keep pests out of your yard is to keep the area clean and don’t set out food. They recommend you hire a humane professional or learn to live with the animals.Beauchamp could be sentenced to up to one year in jail if convicted on all six counts.  1007
