OCEANSIDE, Calif. (KGTV) -- A medical examiner’s report gives new details about an Oceanside plane crash in January. According to the report, 58-year-old Raymond Petty Jr. had cocaine and marijuana in his system at the time of the crash. Initial reports indicated that Petty was the pilot, but the Oceanside Police Department said it was possible to fly the plane from either seat. The plane crashed into a hillside off State Route 76 near Canyon Drive in late January. Heavy fog in the area blanketed the crash site, preventing it from being spotted for several hours. OCEANSIDE, Calif. (KGTV) — Oceanside city officials are asking for developers to submit their bids to create an "iconic" downtown sign for the city, similar to areas of the county like the Gaslamp District, North Park, and Escondido.The city's request for proposals calls for a sign that will act as a new landmark and "the heart of the Sunset Market" at the intersection of Tremont Street and Pier View Way.The sign must be an "over-the-road" style sign that spans the intersection and aims to, "create a 'place' that locals and visitors are invited to enjoy for decades to come," the city says.Candidates can submit an initial design by January 13, 2021. The top five candidates will be granted ,000 and four weeks to flesh out their designs, budget, and other aspects. The city's Property and Business Improvement District will then choose the best three to go before a public vote. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines. "I would very happy to know who won Pennsylvania by Thanksgiving," Corrigan said. WHAT IS BEING DONEElection officials know they have pending issues. In the crowd, will be 15-year-old Tiffany Kleinschmidt of Waterford.The teen, who's a huge T Swift fan, suffered a traumatic brain injury last April after going into cardiac arrest at school. She's been in the hospital for months learning how to walk and talk again, but on Tuesday, she'll leave for the first time since the tragedy. She decided to donate them to someone who could really use a night out.So, Laken contacted Children's Hospital of Michigan. The timeless, Job-like tale follows a put-upon man who is subject to one ludicrously unfair situation, managing to thrive by maintaining his faith in himself.Director Armando Iannucci ("In the Loop," "The Death of Stalin") has a clear love for the 1850 Charles Dickens source material. Maybe he has too much reverence for every laborious twist and turn of the gigantic novel, which seems more comfortable in a miniseries format rather than a tight two-hour package.You could hardly dream up a better cast. Dev Patel thrives in the lead role as adult David, granting him a can-do attitude that makes him easy to get behind amid all the challenges he faces.Hugh Laurie is deliciously cantankerous as the ne'er do well Mr. Dick, and Tilda Swinton is regal as Betsey Trotwood, whose own riches-to-rags tale echoes that of David.The producers assembled a refreshingly diverse cast to tell the old tale, and the choices largely make sense in historical context. Played by a man of Indian descent, the subtle racism and structural disadvantages David faces are all the more searing and impactful when they're based not on happenstance but partially on skin color.If only the story itself was injected with such reimagination. While the costumes and set design are exquisite, there's a stolid and creaky feel to the show that recalls a stuffy theatrical repertory production. Even at its best, Dickens is dense and bulky, and without much effort to recast and slim down the storylines for modern times, it's easy to get hopelessly lost amid the barrage of plodding plot developments.Despite its flaws, the film is a welcome sight for sore, theater-deprived moviegoers jonesing for a reason to grab a soda and bucket of popcorn and get back to the old routine.
