SAN DIEGO, Calif. (KGTV) - As restaurants learn to adapt and overcome in the era of new closures and regulations, not all are able to make it over the hurdle. Multiple San Diego staples have announced permanent closures, including The Balboa in Bankers Hill and Cafe on Park near Hillcrest.Andy Haenfler said he opened Cafe on Park 25 years ago and has devoted his life to this business.“I opened Thanksgiving weekend in 1995 to a line down the block and thought 'oh my goodness what have I done,'” said Haenfler.He said this past March, they closed their doors, thinking it was temporary, but they were never able to open them again.“We had just gotten a shipment of ,000 worth of product in so we gave it to the staff, the staff took it home and gave it away to their neighbors,” he said.Haenfler said he had hoped to stay open a few more years then retire and sell his restaurant to employees, but that goal is no longer possible. His message to the community now is to support local businesses so this doesn’t happen again.“It’s us little one-owner, one-shop places that the community really need to support,” he said.Nearby restaurant The Balboa has a similar fate. Owner Tom Logsdon said the business started years ago with him cooking at home then it grew into what it is known for now: a community spot with good burgers. “The type of business we had is really built around dining in, it’s built around community coming together,” said Logsdon.He said he did try to reopen, but the takeout burgers weren’t able to save the business the way regular customers who sit and have multiple drinks would.“Without people hanging out and having some drinks, it just wasn’t working,” he said.Logsdon said he’s permanently closing his Bankers Hill location but has a second location in Chula Vista, so he’ll be consolidating the business and focusing his effort on the one spot.“I’ve spent about a third of my life in that building. I’ve got a big attachment to the neighborhood and the community there but after three months of just losing money like crazy, the reality was we just couldn’t keep that going,” said Logsdon.Both Logsdon and Haenfler said this is the necessary decision right now, but once the industry recovers, they hope to reopen more restaurants and continue with their careers. 2304

SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

(KGTV) - A couple in San Diego are spending the holiday telling everyone they know to register as an organ donor."People don't like to talk about their death, but rather than bury these organs or burn them up, you can save lives," says Nancy Marlin, who is recovering from a kidney transplant.Marlin had a genetic kidney disease and would have needed dialysis if not for the donation. Her new kidney came from a co-worker."I was so fortunate," says says. "Someone gave me the most amazing gift."It's a gift her family knows well. Marlin's husband, Fred Kolkhorst, had a heart transplant just 18 months ago after being diagnoses with heart failure."It changes you immensely in ways that are difficult to describe," he says.Kolkhorst and Marlin are rare in that they're a married couple who have both received donated organs. Sharp Memorial Hospital Transplant Coordinator Tammy Wright says she can't think of any couples in her 25 years in the field.Wright says the holidays are the perfect time for families to talk about their wishes in regards to organ donations."It's a time of giving," she says. "The simple thing is to tell your family what your wishes are. SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.  The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.  A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.  She says she wasn't given enough information and wants to warn others about her experience.  Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy.   603

(KGTV) - An East County woman was devastated to find out the money she spent to buy a new cat likely went to con artists.“I just felt like I lost my sense of love for humanity,” Suzi Moon told Team 10. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. After back and forth with the seller and refusing to pay more, Moon said they eventually blocked her number. The 0 she paid was gone. The website, puremainecoons.com, is no longer active. Team 10 found the website on petscams.com, a site that bills itself as a pet watchdog website. The Better Business Bureau said pets are the top scam when it comes to online purchases. The average loss is 0. Moon wanted to share her mistake with others in hopes nobody else falls victim to this scam.“I just felt violated. There [are] people out there taking advantage like that. It’s disgusting,” Moon said.Team 10 called the person Moon said she spoke with about the cat. That man hung up before answering any questions. The BBB suggests do not buy a pet without seeing it in person. The organization also recommends conducting an internet search of the photo. If you see the same picture on different websites, it could be fraud. 2112
