SHANGHAI, Oct. 18 (Xinhua) -- China will continue to promote gradual exchange rate reforms, even while the yuan is expected to stabilize at a reasonable level, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE) Monday in Shanghai.Yi, also deputy governor of the People's Bank of China (PBOC), or the central bank, made the remarks at a seminar held by the International Monetary Fund (IMF) to discuss the theme "Macro-Prudential Policies -- an Asian Perspective"."The flexibility of the yuan has increased since China launched exchange rate reforms in June. We will further boost those reforms, but the process will be gradual," Yi said."Judging from the markets, the yuan can remain stable at a reasonable and balanced level," he said.China will also continue to expand domestic demand and boost construction in rural medical services, education and infrastructure, he said.Five years ago, China abandoned a decade-old peg to the U.S. dollar and allowed its currency to fluctuate against a basket of currencies and appreciate by 2.1 percent.Since then, the yuan has strengthened further, albeit slowly, and has risen more than 21 percent against the greenback.On June 19 this year, the Chinese central bank announced that it would further reform the yuan's exchange rate mechanism to improve its flexibility.

BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.

BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat.The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. BEIJING, Sept. 19 (Xinhua) - Chinese police freed 10,621 women and 5,896 children who had been abducted for human trafficking as of September 6,since the Ministry of Public Security launched a crackdown on trafficking the crime in April last year.In the campaign, police nationwide apprehended 2,398 human trafficking gangs and handled 13,500 such cases, said the ministry in a statement on Sunday.Further, the police put 15,673 suspects under criminal detention and handed out administrative penalties on 1,518 people, it said.In addition to the tough crackdown, the police have stepped up measures to return the children who have been trafficked to their biological parents, including building a database that collects the DNA of those children who may have fallen victims to human trafficking and their parents.The database had helped 813 children to find their biological parentsthrough DNA matching.
