(KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. (KGTV) - A Valley Center woman and her son are dead in an apparent drunk-driving crash in Austin, Texas that injured the woman’s husband and daughter.KVUE reported Guy Brasted, 41, was driving drunk and crossed the median of U.S. 183 on Saturday afternoon. Brasted’s Jeep struck a Fiat sedan, police said.Nancy Latulippe and her 14-year-old son Jackson died on impact. Latulippe’s husband Scott is in critical condition, relatives said. The couple’s daughter Keira was not seriously injured, according to relatives.The family issued a statement which said they "thank the community for their prayers and support. The family is surrounding Kiera with support. We continue to pray for Scotty's recovery. Nancy and Jackson are in our thoughts and prayers as we move forward. Scotty continues to fight. The family is asking that the community respect their privacy." Police said Brasted had a blood alcohol level of .203, more than double the legal limit. He’s in jail on 0,000 bond. 995

(CNN) -- Police in Tennessee arrested a man named Tupac A. Shakur, 40, after they say he pulled a knife on them and was found with methamphetamine.Officers with the Johnson City Police Department, about 25 minutes from Bristol, received calls Friday about Shakur who had active warrants for his arrest from another department, according to a news release from Johnson police.When officers arrived at the scene, they saw a car with Shakur inside. Officers attempted to arrest Shakur, but he pulled away and reached for his waistband, the release said.Shakur then turned toward officers with a knife before officers took him down. Officers found a syringe and baggies of meth on Shakur, the release said.Shakur was charged with aggravated assault, simple meth possession and having unlawful drug paraphernalia. He is being held at the Washington County Detention Center on a ,000 bond. He is set to be arraigned Monday, the release said.It was not clear Sunday whether Shakur has legal representation.Shakur shares the same name, even the same middle initial, as the late rapper Tupac Shakur who was killed in September 1996 at age 25. 1144
