BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. PARIS, Oct. 21 (Xinhua) -- French Prime Minister Francois Fillon Tuesday met with visiting Chinese State Councillor Dai Bingguo on bilateral ties at the Matignon Palace in Paris.     French President Nicolas Sarkozy and his Chinese counterpart Hu Jintao had reached consensus on the development of the comprehensive strategic partnership between the two nations during their meeting in New York last month, which charted the orientation for further development of their bilateral ties, Fillon said.     France would make joint efforts with China to implement the consensus reached by the two leaders, deepen the strategic cooperation and boost cooperation in fields of nuclear power, aviation, environmental protection, new energy and small and medium-sized enterprises, Fillon said.     For his part, Dai said China-France relations had developed smoothly on the whole since the two nations forged diplomatic ties45 years ago.     China has treasured its ties with France and is ready to work with France to ensure that bilateral ties will further develop on the right direction, he said.     He urged the two countries to handle their bilateral ties from a strategic and long-term perspective, work hard to create and maintain a favorable atmosphere and environment for the development of China-France relations, and ensure the steady and sound development of their bilateral ties on the right track, he said.     Dai left Beijing last Friday to visit Britain and France at the invitation of the two governments. He arrived in France on Tuesday.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

  

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

  

LANGFANG, Hebei Province, Jan. 1 (Xinhua) -- President Hu Jintao on Friday urged Party committees and governments at all levels to make issues related to agriculture, rural areas and farmers top priority of their agenda and called for increased investment in these areas.     During a visit to villages in China's northern Hebei Province Friday, Hu called for efforts to develop modern agriculture by relying on the progress of science and technology and make sure that farmers have increasing incomes.     The president said this year's No. 1 document of the CPC Central Committee will include a batch of new policies to support agricultural development.     Hu spent time inquiring about the livelihood of local farmers and conveyed New Year greetings to them.
