SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. There just isn't,'' Peters said.``To me ... the magic of federalism is the supremacy clause and the ability of the federal government to ... (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073
SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. SAN DIEGO (CNS) - The Horses of Tir Na Nog equine sanctuary east of Alpine is inviting members of the public to join its monthly giving campaign and become a "Hay Hero."Donations support sanctuary operating expenses, including feed costs that exceed ,000 per year.The volunteer-driven nonprofit partners with the San Diego County Department of Animal Services to care for horses rescued from abuse, neglect or abandonment."By making a monthly pledge, our Hay Heroes are helping us meet our most basic commitment to provide our horses with a high-quality diet," Administrator Amy Pat Rigney said. "Hay Heroes can choose the amount of their monthly commitment. When feeding 58 equines, no gift is too small. Everything helps."
