BEIJING, Dec. 16 (Xinhua) -- China issued rules for pilot programs of RMB Qualified Foreign Institutional Investors (RQFII) on Friday, formally giving a green light to investment of overseas RMB funds in mainland securities markets.The move is expected to widen the investment channel of overseas RMB funds and add new momentum to the country's bid to make the RMB an international currency.Hong Kong subsidiaries of fund management companies and securities firms can use RMB funds raised in Hong Kong to invest in mainland securities within a permitted quota, according to the rules jointly released by the China Securities Regulatory Commission (CSRC), the People's Bank of China and the State Administration of Foreign Exchange.The total investment quota of RQFII pilot programs is set at around 20 billion yuan (3.15 billion U.S. dollars), according to the rules.To control risks, qualified investors should invest no less than 80 percent of the RMB funds they raised in fixed-income securities, while investment in stocks and equity funds should account for no more than 20 percent.The CSRC will join other related departments to study the possibility of further expanding the trial program after its launch, said a CSRC official who declined to be identified.The launch of the RQFII will open another significant channel for overseas RMB funds to flow back into the country, said the CSRC official.It will also help diversify investment products for overseas RMB funds and facilitate off-shore RMB business, the official said.The RMB is not fully convertible under the capital account but China has stepped up efforts to make the currency more international over the past few years.The government has encouraged the use of the RMB in cross-border trade and investment settlement and approved foreign direct investment in overseas RMB funds obtained overseas.It also allowed Hong Kong to establish an offshore yuan market and has expanded trade settlement agreements and currency swaps to create more channels for the yuan to circulate outside the mainland.

XUZHOU, Dec. 13 (Xinhua) -- Three critically injured students died in hospital in east China's Jiangsu Province early Tuesday, the government said, bringing the toll of Monday's school bus overturn to 15.The accident was the third serious one involving a school bus in China in less than a month.At least eight other children are still hospitalized, a government spokesman of Fengxian County said, without elaborating on the conditions of their injuries.A bus carrying 29 students on their way home fell into a roadside ditch when the driver tried to avoid a pedicab in the rural areas of Fengxian at 5:50 p.m. on Monday.The bus belonged to a primary school in Shouxian township. The government said the bus, designed with a maximum carrying capacity of 52 persons, was not overloaded.Also on Monday, another school bus carrying 59 students was badly hit by a truck in the city of Foshan, Guangdong Province, injuring 37 students, Guangzhou Daily reported Tuesday. Seven of the injured had been hospitalized.The accidents occurred only a day after the State Council moved to strengthen school bus safety after a deadly crash killed 19 pupils about a month ago.The nine-seat school bus illegally carrying 64 people collided head-on with a coal truck in northwestern Gansu Province on Nov. 16, killing 19 preschoolers and two adults, and injuring 43 others.Schools are few in numbers in the vast and sparsely populated rural areas of China. KUNMING, Nov. 30 (Xinhua) -- More than 10,000 new HIV infections were reported in southwest China's Yunnan province during the first 10 months of this year, bringing the total number of HIV carriers and AIDS patients in the province to more than 90,000, local AIDS prevention authorities said Wednesday.As of Oct. 31, a total of 93,567 HIV infections had been reported in the province, with the disease claiming 14,340 lives, according to statistics from the Yunnan AIDS Prevention Bureau.The number of HIV infections contracted through sexual contact has been rising and sexual contact is now the main cause of the disease's proliferation, said Xu Heping, director of the bureau.Of the province's infected population, 45.8 percent contracted the disease through sexual contact, while 37.3 percent contracted the disease through intravenous drug abuse, according to the bureau.Sexually transmitted infections accounted for 77.3 percent of new infections during the January-October period, up from 71.3 percent during the same period last year, according to the statistics.Xu said this year's new infections mainly occurred in people between the ages of 20 and 39, accounting for 60.8 percent of the total.Infections among rural residents and unemployed people accounted for 55.3 percent and 18.6 percent, respectively, of this year's total, according to Xu.Lu Lin, director of the Yunnan disease control and prevention center, said migrant workers are particularly vulnerable to the disease due to their nomadic nature and lack of knowledge about the disease.China currently has 346,000 registered HIV carriers and AIDS patients, although the actual number is predicted to hit 780,000 by the end of this year, according to an expert panel consisting of members of China's Ministry of Health (MOH), the World Health Organization and UNAIDS.
